Fire Station 71 & Annex Garage Project Award
RECOMMENDED ACTION:
Approve the Resolution entitled "A Resolution of the City Council of the City of Pacifica Approving the Construction Contract with I & A Contractor Inc. in an amount of$541,706.00; Authorize a budget authority in the amount of $622,961.90, which includes contingencies in an amount of fifteen percent (15%) of the Construction Contract amounts; Authorize staff to Execute Future Change Orders not to exceed the contingency amount; and Authorize the City Manager to execute all documents related to the Fire Station 71 & Annex Garage Project.” STAFF CONTACT:

BACKGROUND/DISCUSSION:
The City Council approved the FY 2023-2028 Capital Improvement Program (CIP) in June of 2023. The CIP included the Fire Station 71 Roof and the Old WW Treatment Plant (Annex) Garage Roof. The project includes the roofs of Fire Station 71 and the Public Works Annex Garage. The project will demolish roofing to structural deck and install typical roof system. The Fire Station 71 and Annex Garage Roof Project will remove both roofs and replace with Garland roofing systems. The Fire Station 71 will be replaced with Ketone Ethylene Ester Roofing and the Annex Garage will be replaced with Ketone Ethylene Ester Roofing called Cold Applied 2- Ply Thermoplastic Hybrid Roof System (KEE-Stone FB 60). The project plans are also available to view on the City's website at:
<https://www.cityofpacifica.org/departments/public-works/engineering/capital-improvementprojects/fire-station-71-annex-garage-roof-project> The Project was advertised on March 19, 2024, and March 26, 2024, and a mandatory preproposal meeting was held on March 21, 2024 in accordance with the formal bid process.
Twenty-seven (27) companies requested plans and specifications and six (6) companies submitted bids. On April 10, 2024, the bid opening was held via Zoom by the City Clerk and the result is as follows:

The apparent low bidder is I & A Contractor Inc. with a base bid amount of $541,706.00. This is approximately 18% over the Engineer’s Estimate; Staff found the bid reasonable based on the current construction industry market and high inflation rates. The City Manager recommends the award of contract (Attachment "A") to the apparent low bidder, I & A Contractor Inc. In addition, a 15% contingency is recommended to allow enough funding to handle any unforeseen conditions and/or additional improvements that are identified during construction.
ALTERNATIVE ACTION:
Council may choose not to adopt the resolution and not approve the construction contract.
However, this will result in project delays and possible increase in construction cost. Staff does not recommend this alternative action.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
Approval of the construction contract is consistent with the following Council adopted Goals:
• Stewardship of City Infrastructure: includes repairing/replacing outdated city facilities such as city hall, the libraries, fire stations, etc., improving streets, and responding to impacts of sea level rise. This construction project will improve roof at the existing Fire Station 71 & Annex Garage.

An additional $327,961.90 above the previously approved FY 2023-2024 budget is required to fully fund this project. All adjustments needing additional funding have been incorporated into the FY 2024-25 Operating and Capital Budget that is under consideration for this Council meeting. Approval of these transfers will occur upon approval of the FY 2024-25 Operating and Capital Budget at the end of the June 24, 2024, City Council meeting.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PACIFICA APPROVING THE CONSTRUCTION CONTRACT WITH I & A CONTRACTOR INC. WHEREAS, consistent with the City of Pacifica’s Bidding Procedures for Public Projects (Municipal Code Title 3 Chapter 15) the City of Pacifica advertised the Request for Bids for Fire Station 71 & Annex Garage Project on March 19, 2024 and March 26, 2024; and WHEREAS, the low bidder was I & A Contractor Inc and are considered qualified to complete the work.
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Pacifica approves the construction contract with I & A Contractor Inc. in an amount of $541,706.00; authorizes a budget authority in the amount of $622,961.90, which includes contingencies in an amount of fifteen percent (15%) of the construction contract amounts; and authorizes the City Manager to execute all documents related to the Fire Station 71 & Annex Garage Roof Project. • • • • •
