BACKGROUND:

Pacifica’s Climate Action Plan was last updated in 2014. In May 2023 the Climate Action and Adaptation Task Force was established by City Council action and authorized by Resolution No. 50-2023
<https://www.cityofpacifica.org/home/showpublisheddocument/14914/638204333996670000> a limited term task force for the purpose of developing and drafting an update to the Plan, with the new title Climate Action and Adaptation Plan (CAAP). The Task Force (CAAP Force) members were appointed on July 10, 2023, and began meeting in September 2023.

The duties of the CAAP Force are to develop a draft CAAP for Council adoption. Per the CAAP Force charter
<https://www.cityofpacifica.org/home/showpublisheddocument/14914/638204333996670000> this entails engaging with staff, the community, and other stakeholders to meet the following milestones.
− Define the scope of the Plan
− Analyze the City’s GHG inventory and develop an emissions forecast − Establish measurable targets and actionable goals
− Formulate the strategies, initiatives, and plan to implement the goals − Draft the Plan, with reporting and updating requirements built in − Present the Plan for adoption
The purpose of this report is to inform the Council about the progress made, ongoing activities, and future plans related to the CAAP.

CAAP Scope Definition
Pacifica's commitment to sustainability is grounded in a multifaceted approach to reduce greenhouse gas (GHG) emissions, focus on climate change adaptation and mitigation, and prioritize community engagement, Nature-Based Solutions (NBS), resiliency, and the overall health of Pacifica, while adhering to established state timelines and city policies. The Climate Action and Adaptation Plan (CAAP) serves as our compass to not only meet but surpass GHG reduction objectives and define a resilient path for climate adaptation. It encompasses a comprehensive GHG inventory, including consumption-based analysis, and forecasts for GHG emission reductions. Central to our strategy is active community involvement, the identification of climate adaptation and resilience measures, and the development of a comprehensive, sustainable, and climateresilient plan.

Community Outreach
The CAAP Force prioritizes community engagement, holding monthly meetings and participating in local events. A Flash Vote survey received 306 respondents, and outreach efforts have contacted 110 community groups and hundreds of individuals.

III. Next Steps:

City Staff
Recruitment: Recruit for a temporary, part-time Program Manager position in the Community Development Department to support the completion of CAAP Task Force work, as was approved on June 24, 2024, in the Council-adopted FY24-25 budget.

Consultant Engagement: With funds approved in the FY24-25 budget, hire a consultant to partner with the CAAP Task Force to carry out their robust community engagement strategy. This will augment the Task Force’s ability to reach a broad and diverse portion of the Pacifica community.

Grant Applications: With assistance from City’s grant consultant, prepare to apply for grants relevant to proposed goals and actions in anticipation of a Council-adopted CAAP to ensure successful action implementation.

Future Planning: Explore the possibility of applying for a CivicSpark Fellow to support the completion of CAAP, overlapping with the tenure of the temporary, part-time Program Manager position. Additionally, plan for a subsequent CivicSpark Fellow to support CAAP implementation, ensuring continuity of work.

CAAP Force Next Steps
Community Engagement: Engage with the community around proposed goals and action items through various methods including in-person and online meetings, pop-ups at community events, presentations to community groups, messaging via the City’s "Connect with Pacifica" e-newsletter and other email lists, social media posts, online surveys, print and social media advertising, and other methods to reach different segments of the community.

Prioritization Criteria: Finalize criteria for the prioritization of action items under review.

Draft Assembly: Assemble the draft CAAP for community and council review, with the goal of presenting it to the Council for review in early 2025, aiming for adoption by April 2025.
