CITY OF PACIFICA

COUNCIL AGENDA SUMMARY REPORT
8/12/2024
1 SUBJECT:

Consultant Services Agreements for Mapping Update Services Between the City of Pacifica and Environmental Science Associates (ESA)
RECOMMENDED ACTION:

Move to adopt the attached resolution to approve the Agreement for Consultant Services between the City of Pacifica and Environmental Science Associates (ESA) with a total amount of $102,200 for mapping update services associated with the City’s draft Local Coastal Land Use Plan (LCLUP); authorize the City Manager to execute the Agreement and a budget amendment; and finding the action exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15061(b)(3).

BACKGROUND/DISCUSSION:

The process to update the Local Coastal Land Use Plan (LCLUP) has been ongoing since 2009. Since the fall of 2023, City Council has held several community meetings to discuss updates and changes needed to the LCLUP and has requested staff to update the Coastal Vulnerability Zone (CVZ) maps and create a Tsunami Inundation Zone (TIZ) map.

Staff has determined that updates to the CVZ maps and creation of the TIZ map would most efficiently be achieved by working with ESA, who originally created the CVZ maps in the LCLUP. While the City’s Purchasing Policy requires a solicitation of three bids, the City’s Purchasing Officer (City Manager) has approved the use of ESA because of the cost savings that will result from using a company that is already familiar with the project and services that the City requires and the City is familiar with ESA’s work. The Agreement for Consultant Services (“Agreement”) would provide a cost ceiling of $102,200 (Attachment 1). The term of the Agreement is proposed to be twelve (12) weeks. The proposed Agreement will provide a comprehensive update to the CVZ maps and create a TIZ map. Based on this timeline, it is likely the final maps will be available prior to California Coastal Commission action on the City’s updated LCLUP. However, the City Manager recommends delaying execution of the agreement until if/when the City Council approves the modified LCLUP for submission to the Coastal Commission since expedited map update work is not necessary if the LCLUP is not updated.

ALTERNATIVE ACTION:

Do not authorize the Agreement. An action to not authorize the Agreement will result in the City using outdated maps when implementing the LCLUP.

Do not authorize the Agreement and require solicitation of three bids. An action to not authorize Pacifica City Council 2
August 12, 2024
the Agreement and solicit three bids will result in a longer timeline to update the maps. The City will need to go through a time-consuming Request for Proposal process.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

The tasks being performed by ESA are directly associated with the following item(s) in the Council-adopted Strategic Plan and Priority Work Plan for FY 2023-24:
• Goal 4: Pursue climate change adaptation and mitigation. o Strategy C: Update Pacifica’s Local Coastal Plan and improve communications and collaboration with the California Coastal Commission.

CEQA:

The approval of the agreement with ESA to provide mapping update services associated with the draft LCLUP is exempt from review under CEQA Guidelines section 15061(b)(3) (common sense exemption) because it can be seen with certainty that there is no possibility that the services that will be provided by ESA to update the maps will have a significant effect on the environment.

FISCAL IMPACT:

The FY 2024-25 Budget included $50,000 for the cost of a mapping update. The FY 2024-25 Budget will need to be amended to appropriate additional funds of $52,000 from the unappropriated General Fund balance to fund this project. If approved, staff will incorporate this budget amendment during the mid-year budget adjustment.
