BACKGROUND/DISCUSSION:

On Friday, June 14, 2024, Public Works Wastewater Division staff were conducting CCTV inspections on the 6-inch sewer line on all of Carmel Avenue in preparation for an upcoming resurfacing project, and staff discovered approximately seven Grade 5 defects in three segments of the 6-inch sewer lines that require immediate repair. Upon further investigation, the damaged 6-inch sewer mainlines were in danger of collapsing which would have created a hazardous condition including potential Sanitary Sewer Spills and threaten the safety of persons and property, including critical public infrastructure.

On June 17, 2024, the City Manager, acting in his capacity as Director of Emergency Services, proclaimed the existence of a local emergency pursuant to PMC 4-2.05(a) and executed the "Proclamation of the Existence of a Local Emergency" (Attachment 1). The proclamation was ratified by the City Council on June 24, 2024.

City staff conducted an urgent search and contracted with Pacific Trenchless of Oakland, California to assist the City with the repairs of Carmel Avenue from Vallejo Terrace to Canyon Pacifica City Council 2

Drive. Pacific Trenchless previously worked on and completed the Pedro Point Sewer Rehabilitation project back in August 26, 2019, and they recently also provided bids for the Lower Linda Mar Sewer Rehabilitation project. The City is familiar with Pacific Trenchless’ past performance and is satisfied with their work. The proposal provided by Pacific Trenchless includes the repair of 146 linear feet of open trench sewer replacement for 6-inch PVC pipe, and the repair of 841 linear feet of pipe bursting replacement of 6-inch VCP pipe which was reviewed by staff and considered reasonable for the work performed. City staff also monitored and inspected the Pacific Trenchless work and ensure the quality of this emergency repair work.

Pacific Trenchless started the work on Monday, June 24, 2024, and the work was completed in mid-July. The final cost for this work is $298,607.00.

The situation resulting from the emergency conditions of extreme peril is now deemed to be within the control of the normal protective services, personnel, equipment, and facilities of and within Pacifica. The City Manager, as Director of Emergency Services, and staff now recommend the City Council approve a Resolution of termination of the local emergency and accepting Pacific Trenchless’ invoices for $298,607.00 for the emergency work to the Carmel Avenue from Vallejo Terrace to Canyon Drive.

ALTERNATIVE ACTION:

Council may choose to not approve the termination of local emergency; however, the emergency work has been completed and such action may prolong an unnecessary declaration of an emergency to the public. Staff does not recommend this alternate action.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
• “Stewardship of City Infrastructure, street, and facilities - This work was to repair and maintain vital infrastructure on Carmel Avenue from Vallejo Terrace to Canyon Drive to protect health and safety.

FISCAL IMPACT:

The fiscal impacts associated with the emergency declared is $298,607 and are covered under Wastewater Enterprise Fund Collection System C005 CIP Projects and no additional budget authority is necessary as sufficient funds have been previously approved in the Wastewater Enterprise Fund for FY 2023-2024 and FY2024-2025.
