BACKGROUND/DISCUSSION:
The Esplanade & Palmetto Bicycle and Pedestrian Improvement Project will provide a variety of bicycle and pedestrian improvements along approximately 2 miles of portions of Palmetto Avenue, West Avalon Drive, and Esplanade Avenue. The improvements are identified in the City’s 2020 Bicycle and Pedestrian Master Plan.
The project will install new, and improve existing, Class 2 (dedicated), Class 2B (buffered and dedicated), and Class 3 (shared) bike lanes along Palmetto Avenue and a portion of Esplanade Avenue and install new Class 3B bicycle boulevards (shared with traffic calming elements) along West Avalon Drive and portions of Esplanade Avenue. The Project will also resurface the above roads which will encourage more bicycling and ensure a smoother surface for use by all users.
The project will enhance pedestrian safety by installing quick-build painted bulbout safety zones at pedestrian crossings, curb ramps, high visibility crosswalks, and rectangular rapid flashing beacons at several intersections that connect high use centers with beaches, including the intersections of Palmetto/Westline, Palmetto/Esplanade, Esplanade/Bill Drake, Esplanade/West Manor, Esplanade/West Avalon, Palmetto/West Avalon, Palmetto/SB Hwy 1 On-Ramp, Palmetto/Surf, and Palmetto/Shoreview.
The Project was advertised for construction bids on July 10, 2024. On August 1, 2024, the bid opening was held via videoconference by the City Clerk and the results are as follows:
Company Total Bid
Dryco Construction $1,192,554.60
Golden Bay Construction $1,400,114.80
VSS International $1,523,325.00
Pacifica City Council 2
August 26, 2024
The apparent low bidder is Dryco Construction with a bid amount of $1,192,554.60. All required documentation was submitted with their bid. The original estimate at bid time was $750,000.00.
Upon opening bids, it was apparent that some of the bid prices needed to be revised to reflect more current bid prices, increasing the engineer’s estimate to $1,050,000.00. The bid amount still exceeded the revised engineer’s estimate by approximately $142,554.60, or 14%.
The low number of bids and high bid amounts received may be related to the bid timing being late in the construction season, and to current contractor availability.
Based on these bid results, staff is recommending that the Council reject all bids. Staff plans to re-evaluate the current scope of work and amend the bid documents. Staff proposes to readvertise the project later this year to attract a wider pool of available contractors, and a more favorable bid.
ALTERNATIVE ACTION:
Council may direct staff to award the project to the low bidder Dryco Construction, for $1,192,554.60, with a 10% contingency for a total potential construction cost of $1,311,810.
This would require a corresponding fiscal action to increase the project budget by $490,000.
Staff does not recommend this alternative because of the high bids exceeding the revised engineer’s estimate by 14%. Staff anticipates that construction costs will decrease in the winter bidding period.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
Approval of the recommended actions is consistent with the following Council adopted Goals:
• Stewardship of City Infrastructure: Includes repairing/replacing outdated city facilities such as city hall, the libraries, fire stations, etc., improving streets, and responding to impacts of sea level rise. This construction project will improve the existing bicycle and pedestrian network by improving the safety and usability of existing bike lanes and pedestrian facilities.
FISCAL IMPACT:
No fiscal impact is associated with rejecting all bids. The scope of the project will be evaluated and/or additional funding may be required at a future date.
