CITY OF PACIFICA
COUNCIL AGENDA SUMMARY REPORT
8/26/2024
1 SUBJECT:
Resolution - Approve Purchase Agreement with Centrisys CNP for Providing a Spare Rotating Assembly
RECOMMENDED ACTION:
Adopt a Resolution that authorizes the City Manager to award and execute a Purchase Agreement with Centrisys CNP for a sole source purchase of one spare rotating assembly in the amount of $180,500 for the centrifuge in connection with the Calera Creek Water Recycling Plant biosolids handling process.

BACKGROUND/DISCUSSION:
Biosolids are nutrient-rich organic materials resulting from the treatment of domestic sewage in a treatment facility. When treated and processed, theseresiduals can be recycled and applied as fertilizer to improve and maintain productive soils and stimulate plant growth. The Calera Creek Water Recycling Plant (CCWRP) produces mostly Class "A" (best quality) and a minimal amount of Class "B" biosolids at an average of 100 wet tons per month during the dry season and an average of 150 wet tons during winter.
In order for CCWRP to meet the regulatory disposal requirements for biosolids, the decanter centrifuge is used to dewater or remove the liquid from the digested sludge produced in the treatment process. After the digested sludge goes through the centrifuge process, the dewatered sludge is essentially the biosolids that are easier to handle and cost less to transport.
Currently, CCWRP operates on two centrifuges - both are Centrisys Decanter Centrifuge Model No. CS-18-4. The first one was purchased in July 2011, while the second one was purchased in March 2015. The centrifuge is critical to the solids handling process, and although CCWRP operates on one centrifuge at a time, staff provides a maintenance program to ensure that both centrifuges are in running condition to provide redundancy. Purchasing a spare rotating assembly will provide additional redundancy and will help reduce downtime when staff conducts routine maintenance.
The following are justifications for sole source purchase:
-The Model No. CS-18-4 centrifuge technology is proprietary to Centrisys CNP, and only Centrisys CNP can provide centrifuge components such as the rotating assembly. -Centrisys CNP technicians have the expertise on Centrisys Decanter Centrifuges. ,
-Centrisys repair facility has a proven track record of a quick turn-around time on repairs and inspection for the spare rotating assembly.

Pacifica’s Purchasing Policy (Administrative Policy No. 76), as set forth in Article 7 Exemptions From Competitive Pricing, Section 7.4 Sole Source Purchases, authorizes the City Manager to waive bidding requirements for a sole source purchase and services when sufficient justification exists. As sufficient justification exists, the City Manager recommends approving a resolution that authorizes the City Manager to award and execute a Purchase Agreement with Centrisys CNP for a sole source purchase, approves a total project budget of $180,500 and authorizes staff to execute future task orders not to exceed the project budget.
ALTERNATIVE ACTION:
The Council may choose not to approve the purchase of a spare rotating assembly with Centrisys CNP for the CCWRP dewatering process. However, this could result in future repair delays and possible permitting violations. Staff does not recommend this alternative action.
RELATION TO CITY GOALS AND WORK PLAN:
Approval of the Master Service Agreement with Centrisys CNP is consistent with the following Council adopted Goals:
• Improve and steward City infrastructure, streets and facilities: The Project will support the City’s wastewater treatment plant’s dewatering process which will ensure proper disposal of biosolids and protect the environment.
