1 SUBJECT:

Adopt Resolution Authorizing Application and Administration of the CalRecycle Beverage Container Recycling Grant Program Grant

BACKGROUND/DISCUSSION:

The Department of Resources Recycling and Recovery (CalRecycle) administers a program that provides local California government agencies-including cities, counties, and regional programs with opportunities to promote increased recycling of beverage containers and reduce litter from single-use containers. The Beverage Container Recycling Grant Program was designed to support projects that either expand recycling infrastructure or reduce the use of single-use beverage containers.

One of the key areas for potential grant funding is the installation of public water bottle filling stations, which would reduce the need for single-use water bottles at parks, beaches, and other public facilities. To determine the optimal locations for these stations, members of the Parks, Beaches, and Recreation and Public Works Departments conducted a survey of high-traffic areas around public water fountains. Based on this assessment, the final list includes single water bottle filling stations at Fairmont Park, Fairmont West Park, Edgemar Park, Rockaway Beach, Sanchez Library, Frontierland Park, and the City Council Chambers, with two stations each planned for the Community Center, the Pacifica Pier, and Linda Mar Beach.

If selected, the grant would cover the costs for purchasing, shipping, and installing these filling stations. The total grants funds requested is $129,836.89, and no matching funds are required for this grant.

As part of the grant application process, CalRecycle requires the City Council to approve a new resolution. This resolution authorizes the submission of the grant application to CalRecycle, designates the Parks, Beaches, and Recreation Director to sign all grant-related documents, and allows a two-year period for the installation of the filling stations. The City Manager recommends adopting this resolution, which would enable the City of Pacifica to apply for and benefit from the CalRecycle Beverage Container Recycling Grant Program.
