BACKGROUND/DISCUSSION:

The City of Pacifica requires the services of an electrical contracting firm which specializes in providing traffic signal and street light services, emergency repair, non-emergency routine preventative maintenance of traffic signal lights as well as scheduled repairs; new equipment upgrade and installation work; Underground Service Alert markings; and ad hoc electrical work billed on a time and materials basis. The City has five (5) traffic signalized intersections and two thousand seventeen (2017) streetlights.

On April 3, 2024, the Request for Proposal was issued and published on OpenGov Procurement. Proposals were received on May 2, 2024 and the results are as follows:

Bear Electric Solutions Inc.

Description Annual Cost
Traffic Signal Monthly Maintenance & Inspection $6,750.00 Estimated Streetlight Maintenance Cost $40,500.00
TOTAL ANNUAL MAINTENANCE $ 47,250.00
Pacifica City Council 2
October 14, 2024
St. Francis Electric, LLC
Description Annual Cost
Traffic Signal Maintenance & Inspection $7,355.00
Estimated Streetlight Maintenance Cost $45,000.00
TOTAL ANNUAL MAINTENANCE $52,355.00
Staff members from the Engineering and Field Services Divisions reviewed the two (2) proposals received based on Administrative Policy No. 76 and on the following criteria:

A. Responsiveness of the proposal related to the scope of work.

B. Proposer’s written understanding of the proposed scope of work.

C. Ability, capacity, and skill of firm to perform the services on a qualified and timely basis.

D. Responses of the firm’s references.

E. Experience, expertise, and qualifications of the firm and firm’s team members assigned to the Project;
F. Such other information that may be required or secured.

Both proposers submitted all required documentation, and Staff reviewed both proposals based on Administrative Policy No. 76 and by applying the criteria described above. Based on such review and grading, staff recommends St. Francis Electric, LLC. (St. Francis Electric) to perform the City’s traffic signal and street light maintenance work. Among other factors considered and weighed during the review process, staff considered the City’s experience with St. Francis Electric, who has performed as the service provider for the street signals and lights for the City of Pacifica for the past 3 years. Staff also checked St. Francis Electric’s references and they were all positive. Therefore, City Manager recommends approval of the Construction Services Agreement (Attachment 1) between the City of Pacifica and St. Francis Electric.

ALTERNATIVE ACTION:

The Council may choose not to approve the construction agreement. However, this will result in traffic signal maintenance delays and may cause traffic interruptions at those intersections and long-term outages of streetlights. Staff does not recommend this alternate action.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

Approval of the Construction Services Agreement is consistent with the following Council adopted Goals:
• Stewardship of City Infrastructure: includes repairing/replacing outdated city facilities such as city hall, the fire stations, etc., improving streets, and responding to impacts of sea level rise. Approving the construction services agreement will help maintain the City’s existing traffic signals and streetlights.

FISCAL IMPACT:

Traffic Signal Maintenance & Inspection $7,355.00
Estimated Streetlight Maintenance Cost $45,000.00
TOTAL ANNUAL MAINTENANCE $52,355.00
Total fiscal impact will be $52,355.00 annually ($209,420.00 for four (4) years). Funds are budgeted in the current and future fiscal years to cover this amount. Staff recommends adding a contingency of 10% for any unforeseen conditions that may occur due to storms or accidents.

This would establish a budget authority of $57,590.50 per year for this project.
