BACKGROUND/DISCUSSION:

The City of Pacifica completed its latest Wastewater Collection System Master Plan in August of 2021. Since this Master Plan has been completed, the City of Pacifica has experienced significantly wetter winters in 2021/22 and 2022/23. The City’s Wastewater Collection System and Calera Creek Water Recycling Plant (CCWRP) had much higher wastewater flows than anticipated. Wastewater flow measurements used to develop the computer models of the collection system were taken during comparatively drier years, and thus the models may not be as accurate for wastewater flows during wetter winters.

Sanitary sewers from the Vallemar and Rockaway neighborhoods drain into the Rockaway Pump Station (Rockaway Catchment Area), and wastewater is pumped into the CCWRP for Pacifica City Council 2

treatment. The City’s Wastewater Capital Improvements Plan includes the Vallemar and Rockaway Beach Blvd Rehabilitation and Repair Projects to maintain the reliability of the collection system in these neighborhoods. To better evaluate the Rockaway Pump Station during these wet season flows, further assessment is needed. An updated collection system model of this area will help the City plan future capital improvement projects, identify areas of risk and plan for future private development.

On January 8, 2024, the City Council approved a Master Agreement with Woodard & Curran for the Rockaway Pump Station Hydraulic Modeling Project which included Flow Monitoring, Hydraulic Model Recalibration and Capacity Evaluation, completing a Technical Memorandum, and providing project management. Woodard Curran completed the City’s previous Collection System Master Plan and has built a computer model for the City of Pacifica’s facilities. Woodard & Curran was recommended for a sole source service as it would require significantly more costs and staff time for another consultant to review existing data, collect new data and develop a new computer model for the Rockaway Pump Station catchment area. Woodward & Curran is also an expert in this area of engineering and familiar with Pacifica and the City’s collection system challenges.

Woodard and Curran provided a draft analysis of the capacity of the pump station around the summer of 2024. The consultant looked at the pump curves and the system curve, accounting for the pressure of the common force main shared with the Linda Mar Pump Station and Sharp Park Pump Station. The firm capacity (2 pumps operating, 1 standby) was estimated to be approximately 4.5 Million Gallons per Day (MGD), with both Linda Mar and Sharp Park Pump Station active. Woodard and Curran also performed a follow-up evaluation which included recalibration of the City’s wastewater collection system hydraulic model with wet weather flow meter data for the system tributary to the Rockaway Pump Station from February 2024 to April 2024. The results of this hydraulic model recalibration show a peak hourly flow of 2.0 MGD for the December 2021 storm and a peak flow of 2.2 MGD for the 10-year design storm. Based on this analysis, the model predicts that the Rockaway Pump Station should have sufficient pumping capacity under both design scenarios. However, City staff have experienced capacity limitations when operating the pump stations during winter storms. Staff proposes a supplemental evaluation to identify other potential constraints of the Rockaway Pump Station.

This evaluation will include a review of pump performance and operation, force main pressure, and wet well size.

Staff recommends approving Task Order No. 2 based on the Master Agreement for Consultant Services approved by the City Council on January 8, 2024. All required documentation was submitted along with the proposal. As there are sufficient project funds approved as part of the FY 2024/25 Wastewater budget, the City Manager recommends the approval of Task Order No.2 to Woodard & Curran Inc. for $38,530 and approving a total budget of $44,310, which includes a 15% contingency in the amount of $5,780.

ALTERNATIVE ACTION:

Council may choose not to approve Task Order No. 2. However, such action could result in delay in identifying any potential insufficient elements in the sewer collection system as it is currently configured, and increase the risk of insufficient flow capacity, resulting in violations of operating permits. Staff does not recommend this alternate action.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

Approval of Task Order No. 2 with Woodard & Curran is consistent with the following Council adopted Goals:

Pacifica City Council 3
October 14, 2024
• Improve and steward City infrastructure, streets and facilities: The Project will be assessing the citywide sewer collection system, identify any insufficient elements, and help identify potential future CIP projects which will greatly reduce the likelihood of future wastewater system violations.

FISCAL IMPACT:

The cost of Task Order No. 2 is $38,530. City staff recommends including a 15% contingency to the Task Order for any additional design work due to the complexity of the project. The Source and Use of Funds spreadsheet is shown below.

Use of Funds
Task Order No. 1 - Engineering Design Services $79,959
Contingency (15%) $11,994
Task Order No. 2 - Flow Monitoring and Hydraulic
Model Recalibration
$ 38,530
Contingency (15%) $5,780
Total Use of Funds $136,263

$175,070.50
Total Project Fund Source $136,263
Estimated Project Fund End Balance $38,808
No additional budget authority is necessary as sufficient funds have been allocated in the Wastewater Enterprise Fund FY 2024-25 budget for this project.

RESOLUTION NO. _____

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PACIFICA AUTHORIZING TASK ORDER NO. 2 WITH WOODARD AND CURRAN, INC. FOR THE ROCKAWAY PUMP STATION HYDRAULIC MODELING PROJECT, APPROVE A TOTAL BUDGET OF $44,310,

AND AUTHORIZE THE CITY MANAGER TO EXECUTE ALL DOCUMENTS RELATED TO

THE PROJECT NOT TO EXCEED THE BUDGET AMOUNT
WHEREAS, during the FY 2024-25 budget approval process, the City Council approved funding for Sewer System Master Plan Phase 2 Project; and

WHEREAS, during the December/January Storm Events and all subsequent storm events in early 2023, the collection system received more flows than anticipated from the previous collection system modeling; and
WHEREAS, on January 8, 2024, City Council approved a Master Agreement with Woodard & Curran for Rockaway Pump Station Hydraulic Modeling Project, and based on the analysis, the model predicts sufficient pumping capacity under both design scenarios; although, City staff have experienced capacity limitations when operating the pump stations during winter storms; and
WHEREAS, staff propose a supplemental evaluation is needed to identifying any potential insufficient elements in the sewer collection system as it is currently configured, and reduce the risk of insufficient flow capacity; and
WHEREAS, an updated collection system model for the Rockaway Pump Station will help the City plan future capital improvements, identify areas of risk in the area and plan for future private development, and further testing is needed to accurately determine the capacity of the Rockaway pump station and confirm the Modeling work performed in Task Order No. 1.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Pacifica to authorize the City Manager to execute a Task Order No. 2 with Woodard & Curran Inc. in the amount of $44,310 which includes 15% contingency in the amount of $5,780 for the Rockaway Pump Station Hydraulic Modeling Project; and Authorizing the City Manager to execute all documents related to the Project.
