Woodard
& Curran Re: Proposal for Rockaway Pump Station Evaluation, following the Rockaway PS Flow Monitoring and Hydraulic Model Recalibration
Dear Mr. Patten:

Woodard & Curran is pleased to provide the following proposal to conduct follow-on work to the Rockaway PS Flow Monitoring and Hydraulic Model Recalibration.

BACKGROUND
After a large storm in Dec 2021 where a backup of flow was observed, City staff expressed concerns regarding the capacity of the Rockaway Pump Station (PS). In March 2023, Woodard and Curran performed an analysis of the capacity of the pump station looking at the pump curves and the system curve, accounting for the pressure of the common force main shared with the Linda Mar PS and Sharp Park PS. The firm capacity (2 pumps operating, 1 standby) was estimated to be approximately 4.5 mgd, with both Linda Mar and Sharp Park PS active.

Woodard and Curran recently performed a follow up evaluation which included re-calibration of the City's wastewater collection system hydraulic model with wet weather flow meter data for the system tributary to the Rockaway PS from Feb-Apr 2024. The results of this hydraulic model recalibration show a peak hourly flow of 2.0 mgd for the Dec 2021 storm and a peak flow of 2.2 mgd for the 10-year design storm. Based on this analysis, the model predicts that the Rockaway PS should have more than enough pumping capacity under both design scenarios.

The purpose of this supplemental evaluation is to identify other potential constraints of the Rockaway PS. This evaluation will include review of pump performance and operation, force main pressure, and wet well size.

Our team is well qualified to perform this work given our involvement in the 2020 Master Plan Update and recent model recalibration task. Our team will be led by Alex Park as Project Manager, Gisa Ju as Principal-in-Charge, Chris van Lienden as Technical Lead, and Tony Valdivia as QA/QC lead.

SCOPE OF SERVICES AND DELIVERABLES
Task 1 - Data Collection/Review and Field Visit
The initial data review will include the as-builts of the Rockaway PS and pump curves for the Woodard recently replaced pumps. A data collection plan will be developed and discussed with the City prior to the field visit.
& Curran
The field visit will include the following:

Draw down tests for individual pumps
: Observation of pump station operation
• Data recording for discharge pressure, wet well level, and pump status Assumptions for this task include:
• City will provide data for and install at minimum temporary instrumentation to measure if necessary: discharge pressure, wet well level, and pump status • City O&M staff will be present and assist with tests and operation of the pump station during the field visit
• Woodard and Curran cannot enter confined spaces nor operate equipment Task 2 - Data Analysis
Woodard & Curran will use the data from Task 1 to identify constraints in the PS operation, equipment, and wet well size that affect the capacity of the PS. This data will help identify any disconnects between the published pump curves and pump performances, discharge pressure/flow versus the system curve, and wet well levels and intended set points.

Task 3 - Technical Memorandum
Woodard & Curran will prepare a brief draft and final Technical Memorandum (TM) summarizing the work completed under Tasks 1 and 2 to document the results of the PS evaluation. The City's comments from the draft will be incorporated into the final TM.

Task 4 - Project Management
This task covers overall contract management related to this project. An overall two month task order period is assumed. Woodard & Curran will monitor project budget and schedule, prepare invoices, and communicate with the City by telephone and e-mail regarding project status and issues.

Deliverables
• Draft and final summary TMs
• Monthly invoice and task order progress report

ESTIMATED COST
The estimated level of effort and cost for completing the scope of services described above is $38,530, included in Exhibit A.

Woodard SCHEDULE
& Curran
An overall project duration of two (2) months is anticipated, from the date that the initial PS data is provided. It is anticipated that the draft TM will be submitted within four (4) weeks of development data being received. Final TM will be submitted within two (2) weeks after receipt of the City's comments on the draft TM.

TERMS AND CONDITIONS
The Scope of Services will be completed in accordance with the terms of the Consultant/Professional Services Agreement between Woodard & Curran, Inc. and the City of Pacifica.
