BACKGROUND/DISCUSSION:

The City of Pacifica has been awarded $62,713 from the Tobacco Grant Program (Attachment A), administered by the California Department of Justice, to support enforcement and educational activities that enhance compliance with local and state tobacco laws. The grant will specifically fund the following activities:
• Retail Inspections: The City will conduct annual inspections of 31 tobacco retailers to ensure compliance with local ordinances, particularly those banning flavored tobacco products.
• Retailer Education: The City will provide on-site educational sessions to 31 retailers annually, informing them about local and state regulations on tobacco sales and logging participation in compliance training.
• Enforcement Officer Training: Two enforcement officers will receive annual training on tobacco laws to support effective enforcement.

The grant activities will begin upon the City Council’s acceptance of the award, with the program period extending through June 30, 2028. All inspections, educational activities, and enforcement efforts will be conducted on an annual schedule as required by the grant.

This funding is aligned with the City’s public health and safety priorities, especially those aimed at reducing youth access to tobacco products.

The grant supports initiatives aimed at fostering a healthier environment and mitigating health risks associated with tobacco use, thereby contributing to the Council’s goal of promoting public health and safety in Pacifica.
