BACKGROUND/DISCUSSION:
On June 24, 2024 the City adopted the FY 2024-25 Operating and Capital Budget that included addition of the Senior Human Resources Analyst and Senior Building Maintenance Specialist positions to increase the staff’s capacity in the Administrative Services and Public Works Departments.
The new Senior Human Resources Analyst is a critical position within the Human Resources Division of the Administrative Services Department to enhance support across all departments, to accomplish the Human Resources priorities to ensure operational efficiency for day-to-day operations and delivery of high-priority projects, including the classification study and upcoming labor negotiations. This position is especially critical considering the upcoming retirement of the Human Resources Manager in December 2024.
The Senior Building Specialist position resides within the Field Services Division of the Public Works Department to help facilitate and coordinate maintenance, repair, and upgrades to the City’s aging facilities to keep our facilities operating safely and efficiently. Adding this position will help reduce an unsustainable workload of current personnel and have a singular person to oversee subcontractors and manage work orders for repairs and maintenance to ensure the work is completed in a timely manner. The City’s building facilities are in need of significant repair due to deferred maintenance over the years.
Chapter 5 Article 4 - Personnel system of the Pacifica Municipal Code, establishes the Pacifica City Council 2

procedures for the City Manager, as Personnel Officer that require the Council’s approval of any revisions to a position classification plan covering all positions in the City service. Any new or revised classification is established upon adoption by the City Council. After the Council’s approval of a new job classification and salary schedule, the City could proceed with the recruitment.
The classifications for these two positions were developed and reviewed by staff and the consulting team that is currently working on the citywide classification study.
The classification titles are consistent with the organizational structure in other departments citywide and will fall under the Unrepresented Management and Confidential Group and the Teamsters Miscellaneous 856 Bargaining Group respectively. The salary ranges adopted in FY2024-25 Budget for each of these classifications is as follows:
Senior Building Maintenance Specialist $6,623 - $10,463 Senior Human Resources Analyst $9,745 - $11,845
With the Council’s adoption of the FY 2024-25 Budget on June 24, 2024, the Council has already approved this recommendation as a matter of position control with the understanding that staff would bring forward a job classification for the Council's adoption at a future meeting.
FISCAL IMPACT:
There is no additional fiscal impact related to the approval of these Classifications, as addition of these positions has been already included in the Adopted FY 2024-25 Budget. The actual fiscal impact will be dependent on the future employee’s placement within the positions’ salary range.
