BACKGROUND/DISCUSSION:

The Community Development Department manages numerous development project applications and is leading City Council priority initiatives, including the Local Coastal Land Use Plan and Housing Element updates. To handle these tasks effectively, the department engages consulting firms such as Good City Company for project reviews, plan updates, and California Environmental Quality Act (CEQA) analyses. Costs are typically applicant-funded; however, City-initiated activities rely on other funding sources, such as the General Fund or grants.

In September 2022, the City Council approved funding to begin the 6th Cycle Housing Element update, and the Department engaged Good City Company to assist. However, feedback from the California Department of Housing and Community Development (HCD) revealed a need for more extensive analysis and revisions to ensure compliance with state law. This unexpected scope increase led to multiple agreement amendments with Good City Company over the past two years to extend the agreement and increase the budget as needed. Additional coordination with HCD has continued throughout the process, requiring further refinements and adjustments.

To finalize the 6th Cycle Housing Element update for public review and resubmission to HCD in early 2025, staff estimates that an additional $32,500 in funding will be required. This funding will cover necessary refinements to address HCD’s feedback and achieve certification.

The City Manager recommends approval of the additional $32,500 needed to complete the Housing Element update, ensuring compliance with state law and advancing this critical City Council priority.

ALTERNATIVE ACTION:

Pacifica City Council 2
January 13, 2025
Deny, or authorize a different amount for the proposed amendment to the Agreement. Denying or authorization of a reduced amount will require Community Development Department staff to shift direct staff resources to the Housing Element update and away from obligations such as reviewing building permits and processing private development agreements, and other City Council priority initiatives.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

Good City Company’s support of the Housing Element Update furthers Goal 3 of Counciladopted 2023-2030 Strategic Plan - Prioritize protection and development of affordable housing, Strategy A - Complete the Housing Element Update, and Strategy C - Prioritize Housing Element program implementation.

FISCAL IMPACT:

The additional $32,500 will be allocated from the FY 2024-25 adopted budget for the Community Development Department's contractual services, which includes funding for on-call planning services that can be reallocated to support the Housing Element update.
