BACKGROUND/DISCUSSION:

The Partnership for the Bay’s Future (PBF) is a regional initiative managed by the San Francisco Foundation, focused on advancing housing affordability and equity across the Bay Area. The Policy Fund supports innovative local policies addressing housing production, preservation, and tenant protections, emphasizing racial equity and economic inclusion.

The City of Pacifica has been awarded a two-year PBF Policy Fund grant to support initiatives outlined in the City’s adopted 2023-2031 Housing Element. The grant will fund the placement of a PBF Fellow within the Community Development Department for two years, provide financial support to key community partners, and include access to technical assistance.

The Fellow will play a central role in advancing equitable housing policies, focusing on zoning reforms, objective design standards, and community engagement strategies that uplift the voices of Pacifica’s most vulnerable residents. This work aligns with Pacifica’s commitment to addressing housing insecurity, reducing displacement, and increasing affordable housing options.

The City will collaborate with the Pacifica Resource Center (PRC) and the Housing Endowment and Regional Trust (HEART) of San Mateo County to implement the grant’s objectives. PRC will focus on community engagement, ensuring low-income residents and marginalized groups are involved in shaping housing policies. HEART will provide technical expertise to support policy analysis, development, and implementation. Together, these partners will assist the Fellow in creating and executing zoning reforms and related housing initiatives.

This grant-funded collaboration will allow the City to achieve significant progress in advancing housing equity without requiring additional City funds. The Fellow’s efforts will include public workshops, stakeholder engagement, and technical analyses to ensure the success of these Pacifica City Council 2

initiatives. Adoption of the Resolution to Accept the PBF Policy Fund Grant Award (Attachment A) will authorize the City Manager to execute the PBF Policy Fund Memorandum of Understanding (Attachment B) and initiate grant-funded activities.

A more detailed description of Pacifica’s work to be carried out through the PBF Policy Fund program can be found in the PBF Policy Fund 2024 Grant Application (Attachment C).

ALTERNATIVE ACTION:

The City Council could choose not to accept the grant award, forfeiting the associated resources and support for local housing initiatives.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

This grant supports the City Council’s vision to be an inclusive and sustainable community, addressing environmental, economic, and social priorities holistically. By advancing equitable housing policies and promoting affordability, this initiative directly aligns with Goal 3 to prioritize protection and development of affordable housing.

The grant-funded activities foster public engagement and transparency through the placement of a PBF Fellow and collaboration with community partners. These efforts align with the City’s mission to provide exceptional services, maintain a small-town feel, and steward community resources. This supports Goal 5 to broaden public communications and collaboration, ensuring that the voices of residents, particularly those most vulnerable to displacement, are included in shaping housing policies.

Additionally, this initiative enhances organizational capacity by leveraging external expertise and funding, reducing the burden on existing City resources while achieving critical objectives outlined in the Housing Element. This reflects Goal 1 to enhance organizational and fiscal stability, ensuring resources are aligned to meet community needs through innovative means.

FISCAL IMPACT:

The PBF Policy Fund grant will fully fund the Fellow’s placement, community partner activities, and technical assistance over the two-year grant period. No City funds are required.
