Additional 2025 City Council Liaison and Committee Assignments RECOMMENDED ACTION:
Review the updated list of City Council Liaison and Committee Assignments, make additional appointments, as needed, for the calendar year 2025, and approve the final list.

BACKGROUND/DISCUSSION:
Each year the City Council determines which of its members will represent the City in relation to a variety of regional agencies, Joint Powers Authorities, boards, committees, commissions and community organizations. In some cases, the assigned Council member is a voting member of the body; in others, they serve as a liaison between the designated group and the City. In all cases, the Council member acts on behalf of the full Council and represents a majority viewpoint on matters that directly affect the City of Pacifica. Council members serving as representatives to these groups report back on activities during regularly scheduled Council meetings.
The assignments are typically reviewed and updated in January of each year to reflect changes associated with Council reorganization conducted in the previous December. The Council reviewed the list at the regular meeting of the City Council held on January 13, 2025 and made assignments to most of the agencies / bodies listed.
Attachment A shows the updated 2025 City Council Liaison and Committee Assignments for the calendar year 2025 as determined by Council at the January 13, 2025 meeting. The list includes a column to indicate the Council liaison’s role on the specified body / committee, indicating whether the role is as a voting member, a liaison to observe and/or provide information in an advisory capacity from the City, or as a Council liaison to a City Committee or Commission. Attachment B includes additional meeting information, descriptions of each committee and weblinks for additional information on each body where applicable for outside agencies.
Please note that some committees have alternates while others do not. The ultimate decision on all assignments (except those made by C/CAG or other legislative bodies / agencies as noted) is at the Council's discretion. Council representatives should be determined in compliance with California’s Ralph M. Brown Act. The Council may choose to appoint one primary representative as the liaison and one alternate to a City committee or commission where the decision is at the Council’s discretion.

Council is asked to discuss and determine the liaison assignments for 2025 for those agencies that were left unassigned at the January 13, 2025 meeting. The following agencies were not yet assigned a Council liasion or alternate for 2025:
1) Colma Creek Flood Control Citizens Advisory Committee 2) Fog Fest Committee Liaison
3) City of Pacifica Emergency Preparedness & Safety Commission - Council liaison alternate 4) City of Pacifica Open Space & Parkland Advisory Committee - Council liaison alternate 5) San Mateo County Shared Prosperity Council (formerly San Mateo County Recovery Council) - note that for this body, it is indicated that this is a County appointed position, so the Council may choose to discuss interest in participation by a Council liaison, but an assigned member may be subject to the County's discretion Council may leave the alternate unassigned, as the alternate is designated to attend the meeting(s) upon the primary liaison's absence.
