BACKGROUND/DISCUSSION:
Commercial and Industrial Stormwater Inspections are a requirement of the San Francisco Bay Municipal Regional Stormwater NPDES Permit Order No. R2-2022-0018 (MRP). Each permittee is required to conduct inspections, effective follow-up, and enforcement to abate potential and actual non-stormwater discharges. These efforts prevent the discharge of pollutants and impacts to beneficial uses of receiving waters.
On December 11, 2017, City Council approved the agreement with Eisenberg, Olivieri & Associates, Inc. (EOA) to conduct Commercial and Industrial Stormwater Inspections and Related Services. On April 5, 2022, City Council approved Amendment No. 1 (Attachment C) for the agreement to remain in full force and effect through July 2023. On August 14, 2023, City Council approved Amendment No. 2 (Attachment B) for the agreement to remain in full force and effect through July 2024.
EOA has a unique understanding of the City of Pacifica’s Commercial and Industrial Stormwater Control Program. EOA has been assisting the San Mateo Countywide Water Pollution Prevention Program (SMCWPPP) and its member agencies with implementation of the MRP Provision C.4 Industrial and Commercial Site Control for over 20 years. EOA developed many of the tools and guidance provided to the SMCWPPP members.
The City Manager recommends adopting the resolution and approving the Third Amendment (Attachment A) to the Consultant Services Agreement between the City of Pacifica and EOA.
