SCOPE OF SERVICES
SCOPE OF WORK
Task 1: Project Management
Task 1.1 Project Management
Hazen will be responsible for detailed management of the project, including subconsultants and subcontractors, and will keep the City appraised of the status of the project. Hazen will provide the key management personnel as described in the proposal.
Together with each monthly invoice, Hazen will submit a status report detailing the amount expended on the Services to that date and the remaining amount to be expended before the Cost Ceiling is reached. Hazen will notify the City in writing when payments have reached 90 percent of the Cost Ceiling, by deliverable.
Task 1.2 Kickoff and Progress Meetings
Hazen will hold an MS Teams kickoff meeting as well regular MS Teams progress meetings, and other meetings as indicated in our approach. Hazen will prepare and submit to the City an agenda and meeting minutes for each meeting. Hazen assumed biweekly meetings during design phase of the project and monthly during the bidding phase of the project.
Task 1.3 Project Schedule
Hazen will maintain and update the project schedule throughout the project duration.
Preliminary Project schedule will be developed for the Kickoff Meeting and reviewed during progress meetings to ensure schedule is being followed accordingly.
Task 2: Data Collection
Task 2.1 Existing Information Collection
Hazen will submit a data request list to the City. Based on the information provided by the City, Hazen will review available existing data, including the condition assessment, Plant data, and Plant drawings, and will identify data gaps that would be required to complete the Project. Hazen will summarize the existing information and data gap in a memorandum.
Task 2.2 Site Survey
Hazen will perform a site survey to map and confirm existing conditions, including but not limited to underground utilities and to develop an existing condition base map for the Design Documents.
Task 2 Assumptions:
• City staff will provide access to the Plant and the Headworks for Hazen. • Our team will be responsible for providing survey equipment and/or GPS type equipment for locating surface features.
• Project elevations will be based on NAVD 88.
• Project northing and easting will be based on California State Plane Zone 3 Coordinate System. Hazen will only show northing easting coordinates for the sanitary sewer manholes.
Task 2 Deliverables:
• Existing information and data gaps summary memorandum.
Draft and final site survey map with existing Plant infrastructure, the Headworks, utilities, and other features needed to complete the design.
Map will be developed in AutoCAD 22-in by 34-in sheet size and provided to City in half size.
Task 3: Condition Assessment, Alternative Analysis and Preliminary Design
Task 3.1 Condition Assessment
Based on the findings from the 2018 condition assessment and input from the Plant operation team, Hazen will prepare an updated condition assessment for the Headworks.
The condition assessment will include services to evaluate the Headworks structure and the existing equipment, identify any existing equipment that the manufacturer no longer provides parts and support, estimate the remaining service life of the Headworks and its equipment, and identify any existing operation and maintenance issues that could impact the operation efficiency.
Hazen will conduct and include an interview with the Plant operation team, a condition assessment field visit to assess the Headworks, and a meeting to present the preliminary condition assessment findings. will document the condition assessment in the first draft project report. Hazen understands that access to the Headworks channels and grit chamber will require confined space entry into active wastewater conveyance areas.
Hazen will schedule the visit only on Fridays or Saturdays, between 10:00 p.m. and 5:00 a.m., during the dry season when the plant has the lowest influent flow. The City may be able to temporarily detain or divert a portion of the influent flow to the Headworks. Any site preparation requests to the City for the condition assessment field visit will be documented in a Condition Assessment Work Plan. Hazen will submit the Condition Assessment Work Plan at least three (3) weeks before the scheduled condition assessment field work, for City review and approval.
Hazen will evaluate the need for screening systems at the Headworks. This evaluation may include but is not limited to a characterization of the influent and siting for screening bins and supporting equipment.
Task 3.2 Alternative Analysis and Preliminary Design
Based on the new condition assessment findings, will fine tune and identify the rehabilitation and improvement needs for the Headworks. For each proposed project component, prepare an alternative analysis to evaluate improvement options. Hazen and the City will jointly develop the alternatives and evaluation criteria. Hazen will organize a workshop with City staff to discuss the alternative analysis and a workshop to identify a recommended alternative. Our team will develop a preliminary design based on the recommended alternative and document the basis of design in the project report. The alternative analysis, decisions made during the workshops, and a preliminary design of the recommended alternative, will be documented by Hazen in the second draft project report.
City will review, provide comments on the second draft project report, and be finalized by our team.
Task 3.3 Permitting Support
Hazen will provide permitting support services, including but not necessarily limited to the following:
• CEQA Support: Our team will evaluate the CEQA compliance pathway. It is currently assumed that the CEQA document will be a Notice of Exemption. Based on this assumption, Hazen will prepare a technical memorandum to document the CEQA analysis to justify the exemption status for the project. • Regulatory Permitting: Hazen will evaluate the environmental regulatory permitting needs, including but not limited to the California Coastal Commission's Coastal Development Permit, and to develop the application packages for the project.
Hazen will also provide geotechnical investigation to support the design and permitting work for this project.
Task 3 Deliverables:
• Condition Assessment Work Plan.
• A first draft, second final, and final Project Report. • CEQA technical memorandum.
• Regulatory permitting application packages.
Tasks 4, 5, and 6 Design Documents
Hazen will develop one Bid Package for the Headworks Rehabilitation and Improvements Project under Tasks 4, 5, and 6.
Specifications. Hazen will use City front end specifications and other applicable City design standards for the Project. Our team will provide a detailed design to accomplish the goals of the Project. Hazen will be responsible to markup Project specifics including issues like project description, bid schedule, and bid item description and what elements are contained in a bid item, and add any necessary technical specifications to provide a complete set of constructible bid documents. The specification will include a construction sequencing plan, to minimize the Plant operation interruption during construction. City will provide standard Division 00 specifications in Word format during the design phase.
Construction Drawings. The Construction Drawings will include:
• General Sheets including a Title Sheet including abbreviation, legend and general notes, a General Construction Notes Sheet, and a Key Plan Sheet. • Drawings will be developed in AutoCAD 2023.
• Drawings will be 22-in by 34-in.
