Pacifica At a Turning Point
11 12
City of Pacifica Strategic Plan Update & Priority Setting Workshop March 1, 2025 Greg Larson, Facilitator 7
13 Without a significant increase in operating revenue, service delivery is at risk: City has decreased and contained expenditures to maximum extent feasible over recent decades; Low staffing levels and compensation levels are an existential threat to the organization; To raise staffing and compensation levels to the average of peer agencies would require approximately $8 million more in annual operating revenue • 30 new staff = $4.5 million
• Average 10% compensation increase = $3.5 million
Without significant capital program funding, infrastructure is at risk: More than $200 million in capital funding needed Streets, sidewalks, storm drainage, coastal infrastructure, pier & facility improvements Financial & Operational Sustainability Challenge
14 Pacifica’s Reality
Anticipated challenges for FY2025-26 budget balancing: Sales/TUT Tax revenue trends are down VLF In-lieu funding from state is uncertain ($1.5 Million) TOT revenues will be lower than prior years (approx. $600 k reduction for FY25-26) Labor negotiations will likely result in increased expenses If we cannot remain competitive in staff compensation: Staff turnover rates will likely increase Resulting in decreased staff capacity, efficiency and service delivery, and Less ability to make significant progress on Council’s Strategic Plan 13 14
City of Pacifica Strategic Plan Update & Priority Setting Workshop March 1, 2025 Greg Larson, Facilitator 8
15 Financial Sustainability Path Forward
Retain the primacy of the Council’s Top Strategic Plan Goal:
1. Enhance Organizational and Fiscal Stability
Prioritize strategies that support new/re-development: Achieving our RHNA allocation translates to over $3.5 M/yr in additional property tax revenues Adding 100 new hotel rooms translates to roughly $1 M/yr in additional TOT revenue
Continue efforts to improve Sales Tax/TUT revenue: However, small business tax revenue increases are small given the work needed and compared to property and TOT taxes Average sales tax revenue per retail business is $4 k/year; It would take 250 new average retailers to generate $1 M/yr Seek increased capital funding
(grants, voter approved revenue and/or bond measures)
Minimize unrealistic organizational burdens
