BACKGROUND/DISCUSSION:
On April 28, 2017, the Governor signed Senate Bill (SB) 1 (Beall, Chapter 5, Statutes of 2017).
To address basic road maintenance, rehabilitation, and critical safety needs on both the state highway and local streets and road system, SB 1 increases per gallon fuel excise taxes, increases diesel fuel sales taxes and vehicle registration fees, and provides for inflationary adjustments to tax rates in future years.
The State Controller (Controller) deposits various portions of this new funding into the newly created Road Maintenance and Rehabilitation Account (RMRA). A percentage of this new RMRA funding will be apportioned by formula to eligible cities and counties pursuant to Streets and Highways Code Section 2032(h) for basic road maintenance, rehabilitation, and critical safety projects on the local streets and roads system.
SB 1 emphasizes the importance of accountability and transparency in the delivery of California’s transportation programs. Therefore, to be eligible for RMRA funding, statute requires cities and counties to annually provide basic project reporting to the Commission for projects anticipated for and funded through the RMRA. The City will receive approximately $1,014,708.00 for street rehabilitation for 2025-26.
The Streets and Highways Code requires that prior to receiving an apportionment of RMRA funds from the Controller in a fiscal year, all eligible cities or counties shall submit to the California Transportation Commission (Commission) a list of projects proposed to be funded with these funds pursuant to an adopted resolution by the applicable City Council or County Board of Supervisors at a regular public meeting. The attached resolution is in the strict format provided by the Commission and includes a list of all streets that are eligible for SB1 funding.
These streets are part of the City’s 5-Year Street Maintenance program for FY 2025-26.

This year, the City Manager recommends the following project for SB1 funding for Fiscal Year 2025-26. The project will follow the City’s approved 5-year street maintenance program and resurface approximately 8.13 miles of City pavement and the overall project scope will include rubber cape seals, double slurry seals, slurry seals, asphalt concrete grinding and paving, microsurfacing base repairs, pavement striping and markings and other miscellaneous related work.
ALTERNATIVE ACTION:
Council may choose not to adopt the resolution and it will result in the City not meeting statutory requirements for the SB1 Funds. Therefore, staff does not recommend this alternative action.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
Approval of the resolution is consistent with the following Council adopted Goals:
• Enhance organizational and fiscal stability: SB1 Funding will provide vital financing mechanism to improve City infrastructure.
• Improve and steward City infrastructure, streets and facilities: Adopting the resolution and approving the Proposed Project List meets statutory requirements that will allow the City to repair City infrastructure.
FISCAL IMPACT:
There is no Fiscal Impact associated with the Adoption the Resolution. Separate Council action is required for appropriation of funds for each of the projects listed.
