BACKGROUND/DISCUSSION:

The Community Development Department (CDD) is responsible for managing a range of current and long-range planning activities, including the review of development applications, implementation of recently adopted ordinances and policies, and advancement of City Council priority initiatives such as the Housing Element and the Climate Action and Adaptation Plan. In recent years, increased project activity, state-mandated planning efforts, and internal staffing transitions have placed sustained demands on the Department’s resources.

To address these needs, the City solicited bids for temporary on-site staffing augmentation services and, in December 2024, selected MIG, Inc. and entered into an agreement for those services on December 20, 2024 (“Agreement”)(Attachment A). Under this Agreement, MIG has supplied experienced planning professionals to assist in office with development application processing, counter support, and other planning services at the direction of City staff. This arrangement has allowed the Department to maintain service levels, meet statutory review deadlines, and continue advancing long-range planning initiatives.

When the Agreement was initially executed, it was anticipated that the need for augmentation services would be temporary and would not extend beyond the original cost ceiling of $75,000.

However, due to continued staffing fluctuations and sustained project volumes, services have remained necessary longer than originally expected. As a result, an amendment is needed at this time to increase the agreement’s cost ceiling to cover additional anticipated costs through June 2025 that exceed the original Agreement amount.

Pacifica City Council 2
May 12, 2025
Given the ongoing demands of private development project processing, implementation of City Council priority initiatives, and the need for on-site, reliable, on-call planning services, staff recommend approval of an additional $75,000 to ensure the Department can maintain service levels, meet statutory review deadlines, and continue advancing long-range planning initiatives.

ALTERNATIVE ACTION:

The City Council may choose not to approve the proposed amendment to the agreement with MIG, or may authorize a reduced funding amount. Denial or authorization of a reduced amount would require the Community Development Department to reprioritize available resources, which could result in delays to planning services, project processing, or other City Council priority initiatives.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

The proposed First Amendment supports City Council Strategic Goal 1: Enhance organizational and fiscal stability by augmenting internal staffing resources to maintain service levels and manage rising workloads. It also advances Goal 3: Prioritize protection and development of affordable housing, including completion of the Housing Element Update and implementation of Housing Element programs, and Goal 4: Pursue climate change adaptation and mitigation through continued support for adoption and implementation of the Climate Action and Adaptation Plan.

FISCAL IMPACT:

Funding for the proposed First Amendment is available within the Community Development Department’s FY 2024-25 adopted budget for consultant services. Costs will continue to accrue through June 2025 and are anticipated to exceed the original agreement’s $75,000 cost ceiling The additional costs are not anticipated to exceed an additional $75,000, bringing the total FY 2024-25 amount to $150,000.
