BACKGROUND/DISCUSSION:

The Community Development Department manages numerous development project applications and City Council priority initiatives, including the General Plan and Housing Element. To support these efforts, the department engages consulting firms such as Good City Company for project reviews and California Environmental Quality Act (CEQA) analyses. Costs for these services are typically applicant-funded for private development projects, while Cityinitiated activities rely on other funding sources, such as the General Fund or grants.

In September 2022, the City Council approved funding to begin the Housing Element update.

Since that time, ongoing collaboration with the California Department of Housing and Community Development (HCD) has necessitated additional analysis and refinements to ensure the City’s Housing Element complies with state law. This extended engagement with HCD has required multiple amendments to the agreement with Good City Company over the past several years to extend the agreement term and increase the budget as needed.

While the Housing Element is now nearing completion, the dialogue with HCD remains active and continues to require staff and consultant resources for final adjustments and coordination to achieve certification. Good City is assisting the City with the preparation of the Housing Element-related Rezoning Program, which includes General Plan Amendments, Rezoning, and Objective Development Standards. As part of these Housing Element implementation efforts required to achieve substantial compliance with state law and receive certification, Good City provided consulting services to support a “Test Fits” project, evaluating the feasibility of achieving the Housing Element’s assigned housing sites inventory through conceptual Pacifica City Council 2

development scenarios. This work, completed under the consultant’s on-call services, was not anticipated within the original scope and exceeded the initial budget estimates for those services. These services are interdependent for adoption and certification, and both are anticipated to be presented to the City Council by the end of the current fiscal year.

Separately, Good City continues to provide important project review services for applicantfunded private development projects, supporting the department’s ability to process these applications in a timely manner.

Given the continued Housing Element coordination with HCD, preparation of the associated EIR certification, the completion of the Test Fits project, and ongoing private development project reviews, staff recommend approval of an additional $130,000 to the existing agreement with Good City Company to ensure sufficient funding is available to complete these critical tasks and advance City Council priority initiatives.

ALTERNATIVE ACTION:

Deny, or authorize a different amount for the proposed amendment to the Agreement.

Authorization of a reduced amount will require Community Development Department staff to shift direct staff resources to the Housing Element update and away from other City Council priority initiatives.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

Good City Company’s support of the Housing Element furthers City Council Strategic Goal 3:

Prioritize protection and development of affordable housing; Strategy A: Complete the Housing Element Update.

FISCAL IMPACT:

Staff has identified $130,000 within the FY 2024-25 adopted budget for Community Development Department consultant services that can be allocated for this purpose.
