PROGRAM: Community Development - Planning
REQUEST TITLE: Housing Element Program HE-I-3 – Public Sites Request Summary
Master Planning and Implementation for Public Sites is a required program under the adopted Housing Element (HE-I-3) to evaluate public lands to support housing development. It is a multi-year project that includes significant public engagement, feasibility studies, Council direction and action, engagement with other public agencies. This allocation would come from the Housing Action Fund.
Housing Element establishes programs and actions needed to support planning for 2,042 housing units between 2023-2031. Planning for public sites (HE-I-3) is an essential program with milestones in the 2025 calendar year and beyond. Public engagement will be significant and must occur early and throughout the process. Consultant expertise is also required for required for analysis, such as test fits and feasibility.
Alternatives
The City should begin community outreach early within the FY2025-26 to ensure full participation in visioning for the future of public sites, with ongoing public engagement. Community engagement will shape the approach and framework to planning for public sites.

PROGRAM: Community Development - Planning
REQUEST TITLE: Housing Element Implementation, General – On-Call Services Request Summary
On-call consultant services to oversee Housing Element implementation work, including, but not limited to, maintaining the implementation plan, research, preparing reports and public documents, coordinating with external agencies, public meeting support, and discrete tasks typical of on-call services. This allows for continuity in Housing Element program implementation. This allocation would come from the Housing Action Fund.
Factors Driving the Request for Change
The Housing Element commits the City to certain actions within specific timeframes during the planning period. We are required to provide detailed annual reporting on the implementation progress to the State on April 1st each year, as well as a mid-cycle review in 2027. A consultant would provide structural support to the department and assist with timelines for tasks, develop long-term strategies, track progress and create mandatory reports, and perform other on-call tasks as assigned.
Alternatives
While there would be other funding sources for some of the projects, the overall Housing Element implementation is supported by the Housing Action Fund. By allocating a portion of our on-call contract with the consultant specifically to the Housing Element would allow better tracking and support Pacifica’s goals for implementation.

EXPENSE REQUEST – PROGRAM CHANGE FORM
PROGRAM: Public Works - Waste Water Division
REQUEST TITLE: Annual “Hurricane Vacuum” Equipment Rental Request Summary
The Public Works Wastewater division is requesting to add to the base budget an on-going expenditure for the Hurricane Vacuum Rental. The vacuum is utilized and can improve the efficiency and safety of cleaning the Calera Creek Water Recycling Plant’s Sequencing Batch Reactors (SBRs). Instead of purchasing the equipment, simply renting this vacuum unit has reduced the process from 900 to 90 Full Time Equivalent (FTE) hours. Cleaning the Calera Creek Water Recycling Plant’s Sequencing Batch Reactors (SBR’s) only needs to occur once per year and takes about 2-3 to accomplish the cleaning. This equipment is more efficient, and the impact of the changes will be measured in staff productivity by producing visual deliverables, operating the plant and cleaning SBRs.
Wastewater Division staff have manually cleaned one SBR per year since the CCWRP has been in service. In 2024 this process took 900 hours of FTE staff time and required staff performing manual labor in a permitted and confined space. In 2025, the City rented a “Hurricane Vacuum” rental equipment, and the cleaning process only required 90 hours of FTE staff time. Utilizing a rental vacuum unit significantly reduces the amount of time and effort to complete the process. This is estimated to save on overtime costs, and more importantly free up staff to complete additional maintenance needs in the Wastewater Division.
Alternatives
A reasonable alternative would be that the Wastewater Division can continue to manually clean the SBRs, however this will result in increased overtime costs and present additional safety hazards from staff working in confined spaces. The City can continue to use other software for visual deliverables; however, this will result in more staff hours for producing a lower quality product.
Cost Summary
Savings from using a rental vacuum unit will reduce staff time and costs. With less time spent working in a permitted confined space, this will reduce the risk of injury on the job. The savings in overtime salaries will offset the cost of the vacuum rental.
