BACKGROUND/DISCUSSION:
The City Council discussed the Temporary Safe Parking Program at the March 24, 2025, Council meeting and authorized an expansion and continuation of the program by renting and utilizing spaces in the San Francisco RV (SFRV) Resort in Pacifica. The March report, which summarizes the background and success of the program, is provided as Attachment B.
Following this authorization, the City Manager has worked in cooperation with the Pacifica Resource Center and the SFRV to secure the rental spaces and to amend the Operating Agreement with the PRC. The City Manager recommends adoption of the attached resolution (Attachment A) extending the program and amending the PRC Operating Agreement (Exhibit 1 to Attachment A) for the extension. The original PRC Operating Agreement dated April 22, 2022 is provided as Attachment C. The expanded program is set to begin July 1, 2025.
The Operating Agreement provisions remain largely the same as the agreement entered into between the City and the PRC three years ago, with amendments to reflect the one-year extension, the City’s financial obligation to fund the rental of spaces at SFRV and payment to the PRC for full operation and client support for the program, and program permit provisions for the length of stay in a single parking space in the SFRV, which is different than the 29-day limit for an on-street parking space before having to rotate to a new on-street space.
As directed at the March meeting, the City and the PRC will work in cooperation to seek continuing County participation in this successful program, in addition to seeking grant funding to potentially extend the program beyond the one-year extension. In addition, the City Manager will bring back to the Council in the near future amendments necessary to the Pacifica Municipal Code to ensure consistency with this program extension.

ALTERNATIVE ACTION:
The City Council could choose to not approve the Operating Agreement with the PRC, which would prevent continuation of the program.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
The Temporary Safe Parking Program generally relates to the City’s Mission, Vision, and Values and specifically relates to its housing related strategies as a program that provides assistance to the unhoused moving towards permanent housing.
FISCAL IMPACT:
As authorized by the City Council at their meeting on March 24, 2025, expansion and continuation of the TSPP will cost the City $412,000 to be paid from the Housing Action Fund, which includes $204,000 for rental of 10 spaces at SFRV for 12 months and $208,000 for the PRC to continue operating the program with the level of case management provided during the first three years of the program.

RESOLUTION NO. ________
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PACIFICA EXTENDING THE
TEMPORARY SAFE PARKING PROGRAM, APPROVING THE FIRST AMENDMENT TO THE
OPERATIONS AGREEMENT WITH THE PACIFICA RESOURCE CENTER AND FUNDING FOR THE PROGRAM; AND FINDING THE ACTIONS EXEMPT FROM THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT
WHEREAS, on November 8, 2021, the City Council of the City of Pacifica adopted Resolution No. 72-2021, approving execution of a Settlement Agreement in the matter Legal Aid Society of San Mateo County and Disability Rights Advocates (Geary, et al. v. City of Pacifica, Case No. 3:21-cv-01780) and approving a Memorandum of Understanding (“MOU”) with Pacifica Resource Center (“PRC”), which formalized the City and PRC’s agreement to work together to identify the substantive terms and details of a temporary safe parking program and an operations agreement for the program; and
WHEREAS, the City of Pacifica created via Resolution No. 12-2022 and Ordinance No. 873-C.S., a three-year Temporary Safe Parking Program (“Program”) in the City of Pacifica which provides participants living in an operational recreational vehicle, trailer or motorhome with an operating toilet (collectively “Designated Vehicle”), a temporary parking space for a limited period of time as participants in the Program try to find permanent housing solutions; and WHEREAS, the City required specialized services to assist in the implementation of the Program and entered into an Operations Agreement with PRC on April 22, 2022 (“Operations Agreement”) to provide the services necessary to implement and operate the Program; and WHEREAS, the PRC provides individuals throughout Pacifica with groceries, housing support, and other critical services; and
WHEREAS, PRC is the core agency in San Mateo County that provides these services to individuals in Pacifica; and
WHEREAS, PRC is the point of entry for homeless services in Pacifica and offers a number of programs and services to assist the unhoused in finding and maintaining temporary and permanent shelter and has established connections with non-governmental and governmental agencies to coordinate the various housing programs; and WHEREAS, the Program, which commenced on June 28, 2022, has been successful in moving unhoused community members to permanent housing and to date has enabled nine participants from six households to return to permanent housing; and WHEREAS, 85% of the participants in the Program have developed plans to return to permanent housing; and
WHEREAS, the Program originally included thirteen temporary parking sites but four of the parking spaces (in two locations) in the coastal zone required Coastal Development Permits, which were appealed and the implementation of these spaces was stayed during the pendency of the appeal to the Coastal Commission; and

June 23, 2025
WHEREAS, the City recently identified an opportunity to expand and continue the Program by renting and utilizing additional spaces in the San Francisco RV (SFRV) Resort in Pacifica, which would expand the Program to a total of 15 parking spaces; and WHEREAS, the Operations Agreement must be amended to reflect the changes to the Program because of the additional spaces in the SFRV Resort and extend the Term of the Agreement an additional year.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Pacifica hereby finds that the approval of this Resolution would not be subject to review under the California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 21000, et seq. and the CEQA Guidelines (14 Cal. Code Regs. §§ 15000 et. seq.), including without limitation, Public Resources Code section 21065 and California Code of Regulations 15378 as this is not a “project” that may cause a direct, or reasonably foreseeable indirect, physical change in the environment and if a “project,” is exempt under the “common sense” exception (14 Cal. Code Regs. § 15061(b)(3)) because it can be seen with certainty that there is no possibility that this action to expand the Program to a total of 15 parking spaces, extending the Program an additional year and making conforming amendments to the Operations Agreement would have a significant effect on the environment.
BE IT FURTHER RESOLVED that the Council hereby approves a one year extension of the Temporary Safe Parking Program in the City of Pacifica for a total Program period of four years (now expiring on July 1, 2026), which provides participants living in an operational recreational vehicle, trailer or motorhome with operating toileting facilities a temporary parking space for a limited period of time while participants in the Program try to find permanent housing solutions which Program is more fully described in the staff report prepared for adoption of this Resolution.
BE IT FURTHER RESOLVED that the Council hereby approves the First Amendment to the Operations Agreement between the City and PRC and authorizes the City Manager to execute the First Amendment to the Operations Agreement in substantially the form attached hereto as Exhibit 1, with minor revisions that may be approved by the City Manager and the City Attorney, and to execute any other necessary documents to effectuate the terms of the First Amendment to the Operations Agreement, including the expansion of the Program with the additional spaces in the SFRV Resort.
BE IT FURTHER RESOLVED that the Council approves the spaces for the Program identified in the First Amendment to the Operations Agreement with PRC as the parking sites for the Program (including both On-Street and SFRV Parking Sites).
BE IT FURTHER RESOLVED that the Council hereby approves funding for the City’s obligations relating to the Program, as set forth in the Operations Agreement, and payments to PRC in the amount of $208,000 to PRC and $204,000 to SFRV Resort by June 30, 2025. • • • •
