BACKGROUND/DISCUSSION:
As discussed during the June 9, 2025 Budget Study Session, a reorganization of the Economic Development Division was approved for inclusion in the FY 2025-26 Proposed Budget. This reorganization is intended to better align the Division with the City’s Strategic Plan and FY 2025- 26 priorities, while also addressing Pacifica’s structural budget deficit and long-term fiscal sustainability. These changes are reflected in the FY2025-26 Proposed Budget that is being presented for adoption on June 23, 2025, and represent a strategic shift to integrate housing as a critical component of the City’s economic development strategy.
This reorganization was driven by multiple factors, including underperformance of projected revenue from recent tax measures, changes to the Short-Term Rental (STR) program that are projected to significantly reduce Transient Occupancy Tax (TOT) revenues, and the City’s continued structural deficit. In response to these trends, the City is prioritizing its focus on larger-scale, revenue-generating initiatives, such as mixed-use and housing development, and evaluating and creating financing tools, such as Enhanced Infrastructure Financing Districts (EIFDs), Community Facility Districts (CFDs), or Climate Resilience Districts (CRDs).
Recognizing that these efforts require a higher level of technical and policy expertise, the Pacifica City Council 2

Council supported the reclassification of the current Economic Development Manager position into a limited one-year term Economic and Housing Development Specialist, and the creation of a new, permanent Economic and Housing Development Manager classification. Together, this new division’s structure is intended to:
• Support implementation of the City’s Housing Element; • Coordinate affordable housing development and manage agreements; • Lead mixed-use and economic development initiatives; and • Coordinate with developers, agencies, and regional partners on compliance and funding opportunities.
The limited-term Specialist role will ensure continued business support through programs like Shop Pacifica, business outreach, and the economic development education series while the permanent Manager classification is recruited and onboarded.
Salary ranges for each classification were developed through market benchmarks and internal alignment with comparable roles within the City's management structure and other San Mateo County jurisdictions.

Economic and Housing Development Specialist (LT) $9,124 $11,051 Economic and Housing Development Manager $11,604 $15,479 Chapter 5 Article 4 - Personnel system of the Pacifica Municipal Code, establishes the procedures for the City Manager, as Personnel Officer that require the Council’s approval of any revisions to a classification plan covering all positions in the City service. Any new or revised classification is established upon adoption by the City Council. After the Council’s approval of new classifications and salary schedule, the City could proceed with the recruitment.
The classifications and salary ranges for these two positions were developed following a comprehensive review of essential duties, minimum qualifications, and Fair Labor Standards Act (FLSA) exemption status analysis in collaboration with the consulting team that recently prepared the citywide classification plan. Both classifications are aligned with the organizational structure in other departments and will be assigned to the Unrepresented Management and Confidential Group.
FISCAL IMPACT:
There is no additional fiscal impact associated with the approval of these classifications, as the new positions, as well as unfunding the existing Economic Development Manager position have been already included in the Proposed FY 2025-26 Budget as discussed during the last budget study session. The actual fiscal impact will be dependent on the selected candidate’s placement within the salary range and is expected to be lower than budgeted, due to the City’s practice of hiring at the mid-range and the time required to complete the recruitment process.
