Agreement to terms with the Pacifica School District for rental space for Child Care services in the amount of $190,828 for the 2025-2026 school year.
RECOMMENDED ACTION:
Adopt a Resolution to Approve the Agreement between the City of Pacifica and the Pacifica School District to provide extended child care services during the 2025-2026 school year and to utilize certain school facilities for those services in the amount of $190,828; authorize the City Manager to execute the agreement; and find the adoption of the agreement exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15301.

BACKGROUND/DISCUSSION:
The City of Pacifica has historically partnered with the Pacifica School District to provide extended childcare and preschool services at various elementary school campuses. These services support families by offering before- and after-school care, as well as programming during school holidays and breaks. As part of the agreement with the Pacifica School District for extended childcare services, the City pays Pacifica School District for the use of certain designated facilities for the services.
This year’s agreement reflects a waiver of costs for the Cabrillo School in July due to a scheduled construction project. Additionally, Ocean Shore School will only be utilized through the summer, as students are expected to transition to the Sunset Ridge campus in August.
The existing agreement expires on June 30, 2025. Staff has worked with the district to negotiate the terms of the 2025-2026 agreement, which continues this collaborative partnership.
The proposed agreement covers the following school sites:
• Cabrillo School (601 Crespi Dr.): Three portable classrooms; rent waived for July 2025 due to site construction
• Ocean Shore School (411 Oceana Blvd.): Two portable classrooms available July 1- August 31, 2025 only
• Sunset Ridge School (340 Inverness Dr.): Three portable classrooms • Vallemar School (377 Reina Del Mar): Five portable classrooms plus Band Room F2 Pacifica City Council 2

Monthly compensation to the District is based on square footage and use, as follows:
School Site Monthly Rent
Cabrillo $3,538 (excluding July)
Ocean Shore $2,359 (for July-August only)
Sunset Ridge $3,538
Vallemar $8,728
The agreement maintains all key responsibilities, insurance requirements, and operating conditions from prior years. The City will continue to provide childcare services in accordance with state licensing standards and Pacifica School District policies. The agreement also includes protocols for maintenance responsibilities, utility costs, custodial services, internet access, and insurance.
ALTERNATIVE ACTION:
Staff could be directed to renegotiate specific terms with the Pacifica School District.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
This action helps support youth services, which is a component of A Healthy and Compassionate Community.
FISCAL IMPACT:
The total cost associated with this agreement is $190,828 which will be covered by program revenue from the City's childcare services. The agreement terms remain within the FY 2025- 2026 Child Care Division budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PACIFICA APPROVING THE 2025–2026 AGREEMENT WITH PACIFICA SCHOOL DISTRICT FOR EXTENDED CHILD
CARE SERVICES AND TO UTILIZE CERTAIN SCHOOL FACILITIES FOR THOSE SERVICES IN THE AMOUNT OF $190,828; AUTHORIZE THE CITY MANAGER TO EXECUTE THE AGREEMENT; AND FIND THE APPROVAL OF THE AGREEMENT EXEMPT
FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO CEQA GUIDELINES SECTION 15301
WHEREAS, the City of Pacifica (“City”) has a longstanding partnership with the Pacifica School District (“District”) to provide licensed before- and after-school childcare and preschool services on District campuses; and
WHEREAS, the City and the District wish to continue this partnership for the 2025–2026 school year through an agreement for extended childcare services that allows the City to use facilities at Cabrillo, Ocean Shore, Sunset Ridge, and Vallemar Schools for extended childcare programming; and
WHEREAS, the proposed agreement specifies terms of the service, monthly compensation for the use of the facilities, facility responsibilities, insurance requirements, and the scope of services to be provided by the City;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Pacifica that:
1. The approval of the 2025–2026 Agreement with Pacifica School District for Use of School District Facilities for Extended Child Care Services is not subject to review under the California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 21000, et seq. and the CEQA Guidelines (14 Cal. Code Regs. §§ 15000 et. seq.), including but not limited to section 15301 (Class 1-Existing Facilities) as this agreement involves negligible or no expansion of existing use.
2. The City Council hereby approves the Agreement between the City of Pacifica and Pacifica School District for the 2025–2026 school year, as attached hereto, in the amount of $190,828.
3. The City Council authorizes the City Manager or designee to execute the agreement and any related documents necessary to implement this action. • • • • •
