BACKGROUND/DISCUSSION:

On June 22, 2023, during the FY 2023-24 Capital Improvements Program (CIP) budget approval process, the Council approved funding for the CCWRP Admin Building Elevator Assessment Project. This Project was created to assess the current condition of the building elevator and determine the best improvements for modernization. The Project has been renamed to CCWRP Admin Building Elevator Modernization Project.

The Calera Creek Water Recycling Plant hydraulic elevator was built in 2001 and has experienced various maintenance issues over the years. The City contacted well-recognized, large elevator companies that service the Bay Area region including KONE Inc., Otis Elevator Company, TKE Elevator Co., and EnPro Elevator Inc. to assess and recommend the best improvements for modernization.

Each company visited the site separately and gave their professional assessment of the features of the elevator system that would require an update and replacement. All four companies agreed the elevator is past its lifespan of approximately 20 years. Electrical and Fire Life Safety upgrades were identified in all of the assessments. The City conducted site visits with Muscio Electric and RCM Fire Protection Inc. LLC (who currently services the fire alarms in the Admin building) to receive a full scope of work that would be required to get the elevator up to state and City code.

Each of the four companies submitted a quote which are summarized in the table below:

Company Total Bid
EnPro Elevator, Inc. $189,000
Otis Elevator Company $202,452.75
KONE, Inc. $205,232
TKE Elevator Co. $233,372.75
KONE’s Proposal pricing is in the middle of all the proposals; however, the selection process is not based on the lowest fee alone. KONE’s company team has experience in hydraulic elevator modernizations and has systems specifically designed to address aging components and frequent breakdowns, improving reliability, safety, and efficiency. KONE’s team conducted the most detailed and complete site visit to inspect all of the components of the elevator system, including opening up the shaft and assessing the safety accessories in the hallway, which other companies did not.

KONE is the current elevator maintenance contractor for the City Hall and Council Chambers elevators and has a clear understanding of the City’s needs and expectations. They have an office in San Francisco which is advantageous for the City of Pacifica in case emergency services are needed.

Due to the familiarity and comfort level with KONE working on the other two (2) City elevators and providing the most comprehensive and thorough proposal in terms of dealing with the state inspection and certification, the City ranked KONE first and determined that they are the most qualified to perform the requested elevator modernization services. The City Manager recommends the approval of the CCWRP Admin Building Elevator Modernization Construction Contract with KONE, inc. Based on their proposal, the staff feels that KONE offers the best balance between price and quality.

In addition, a 7% contingency is recommended to allow enough funding to handle any additional improvements that are identified during construction. Staff recommends authorizing a budget authority for construction in the amount of $219,000, which includes contingencies in an amount of $13,768, not to exceed seven percent (7%) of the Construction Services Agreement amount for any unforeseen conditions and/or additional work required.

ALTERNATIVE ACTION:

Council may choose not to adopt the resolution and not approve the construction contract.

However, this will result in project delays, possible increase in construction cost, and will subject the City to possible increased maintenance issues and breakdowns of the elevator system. Staff does not recommend this alternative action.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

Pacifica City Council 3
August 11, 2025
Approval of the construction contract is consistent with the following Council adopted Goals:
• Stewardship of City Infrastructure, streets and facilities: includes repairing/replacing outdated city facilities such as city hall, the libraries, fire stations, etc., improving streets, and responding to impacts of climate change. This construction project will improve existing wastewater treatment facility through the upgrade of the elevator system located inside the admin building.

FISCAL IMPACT:

The following is the source and use of funds for the project:

Construction Contract with KONE, Inc. $205,232
Contingency (7%) $13,768
Total Use of Funds $219,000
Project Fund Source
Enterprise Fund (Fund 518 Sewer Utility) Account No 518452-51206-P0039 $220,000 Total Project Fund Source $219,000
Estimated Project Fund End Balance $1,000.00
Use of Funds
No additional budget authority is necessary as sufficient funds have been allocated in the Wastewater Enterprise Fund FY 2025-26 budget for this project.
