BACKGROUND/DISCUSSION:
On November 6, 2018, the voters of San Mateo County approved Measure W, a new 30-year half-cent sales tax for transportation programs and projects that took effect July 1, 2019 and expires on June 30, 2049. The Measure W Congestion Relief Program includes the Countywide Highway Congestion Improvements program category. Through the 2020-2024 TA Strategic Plan, the TA developed a competitive Transportation Demand Management (TDM) subcategory to encourage programs and projects that reduce highway congestion including, but not limited to, non-Single Occupant Vehicle trips and off-peak trip demand. Unlike the Alternative Congestion Relief (ACR) category in Measure A, projects that qualify for Measure W TDM funds must show a nexus to the highway system. Measure W commits one percent of total annual Measure W funds for TDM projects.
In January 2022, The TA adopted its first ACR/TDM Plan that was developed to guide investment decisions and funding allocations for a combined Measure A ACR and Measure W TDM Program. The ACR/TDM Plan provides a vision for the TDM Program, program guidelines, example eligible projects/programs, and evaluation criteria for selection of projects. The TDM program provides competitive grant funding to support projects that reduce single-occupancy vehicle trips and promote alternatives such as walking, biking, and public transit. The Cycle 3 TDM Program will release approximately $7.97 million in available Measure A and W funds.
Strategies funded by this program should encourage the use of sustainable transportation options and enhance mobility across San Mateo County.

Elementary School, Terra Nova High School, and Pacific Bay Christian School. The B-SAFES project consists of installation of shared lane markings and signage to improve bicyclist visibility around schools.
The total estimated cost of the B-SAFES project is $490,000. The City is requesting $441,000 in Cycle 3 TDM grant funding and will provide a $49,000 local match from the City’s Measure A Fund (Fund 9). If awarded, the City will be responsible for delivering the project, tracking and documenting all matching contributions, and complying with the grant’s reporting, scheduling, and programmatic requirements.
In order to be eligible for the Cycle 3 TDM grant funding, the TA requires sponsors' governing boards to adopt a resolution authorizing the submittal of the Cycle 3 TDM grant application to confirm the City’s commitment to implement the project if funding is awarded.
The City Manager recommends adoption of the resolution authorizing the submittal of the Cycle 3 TDM grant application.
ALTERNATIVE ACTION:
Council may choose not to adopt the resolution. However, not doing so will make the City ineligible to receive San Mateo County Transportation Authority funds. Staff does not recommend this alternative action.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
· Improve and steward City infrastructure, streets, and facilities: Adopting the resolution will make the funds available to progress the B-SAFES project.
FISCAL IMPACT:
Adopting the resolution commits the City to provide the required matching funds of $49,000 for the B-SAFES project, if the grant is awarded. The City’s matching funds would come from the Measure A Fund (Fund 9)
