BACKGROUND/DISCUSSION:
The City of Pacifica entered into an agreement with MIG, Inc. on December 20, 2024 (Attachment A - MIG Agreement for Consulting Services), to provide professional planning and related services through on-site staffing augmentation. MIG has supported the Community Development Department with ongoing planning needs, including development review, counter support, and implementation of City Council priority initiatives.
On May 12, 2025, the City Council approved Resolution No. 35-2025 authorizing the First Amendment to the Agreement (Attachment B - First Amendment to MIG Agreement for Consultant Services), which increased the contract amount to $150,000 to address continued staffing fluctuations and sustained workload demand. Then on August 25, 2025, the City Council approved the Second Amendment to the Agreement (Attachment C - Second Amendment to MIG Agreement for Consultant Services), which extended the term of the agreement from its original end date to December 31, 2025 to ensure uninterrupted on-call planning support for the Department’s workload and priority projects. A separate action is now proposed to increase the agreement’s cost ceiling by $15,000. The additional budget authority is necessary to fund services through the extended term until a permanent Assistant Planner is in place in the Planning Division. The two actions were brought forward separately due to the timing of the agreement extension and the subsequent cost estimate.
The Department’s reliance on MIG’s on-call planning support continues to be essential, particularly in maintaining service levels, meeting state-mandated timelines, and advancing the Housing Element and Housing Element program implementation. At the same time, the Department has successfully filled some vacant positions, which is expected to reduce the need Pacifica City Council 2

for outside support going forward. To provide a smooth transition and ensure uninterrupted service delivery during this handoff period, staff recommends adoption of the Third Amendment (Attachment D – Third Amendment to MIG Agreement for Consultant Services) to increase the contract amount by $15,000 for a total contract amount of $165,000 and to authorize the City Manager to execute the amendment.
ALTERNATIVE ACTION:
The City Council may choose not to approve the proposed amendment to the agreement with MIG, or may authorize a reduced funding amount. Denial or authorization of a reduced amount would require the Community Development Department to reprioritize available resources, which could result in delays to planning services, project processing, or other City Council priority initiatives.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
This Amendment supports City Council Strategic Goal 1: Enhance organizational and fiscal stability by preserving critical contract staffing to manage workloads and maintain service delivery. It also advances Goal 3: Prioritize protection and development of affordable housing, and Goal 4: Pursue climate change adaptation and mitigation.
FISCAL IMPACT:
Funding for the proposed Amendment is available within the Community Development Department’s FY 2025-26 adopted budget for consultant services.
