BACKGROUND/DISCUSSION:
The Measure A Transportation Expenditure Plan and Measure W Congestion Relief Plan provide funding for a multitude of mobility programs in San Mateo County. The San Mateo County Transportation Authority (TA) administers the proceeds of Measure A and Measure W sales tax revenue.
On July 11, 2025, the TA issued a Call for Projects for the Measure A and W Highway Program funds. The TA requires a governing board resolution supporting the application be provided.
The Manor Drive Overcrossing Improvement Project proposes to widen the existing Highway 1 overcrossing at Manor Drive between Palmetto Avenue and Oceana Boulevard. It will install traffic signals at the Manor Drive/Palmetto Avenue and Manor Drive/Oceana Boulevard intersections. This project will also include, as a required component by Caltrans, the study of an on-ramp for northbound Highway 1 at Milagra Drive using an existing bus pull-out at the Milagra On-ramp. The installation of an on-ramp at Milagra Drive and Oceana could reduce the amount of traffic that will otherwise have to go through the Manor Drive/Oceana Boulevard intersection and therefore reduce congestion at the overcrossing.

for the City and develop a set of goals, projects, and initiatives to be implemented in the following fiscal year. This is to better align the City’s financial resources, through the annual budget development process, with its plan of action for a particular period of time. On March 4, 2023 Council adopted the FY2023-24 City Council Priorities, which identified the Manor Overcrossing Improvement Project as one of the high priority projects and for staff to pursue funding.
As part of the Preliminary Planning Study (PPS), it was required by Caltrans to analyze the traffic conditions and propose traffic congestion mitigations along Oceana Boulevard and in the vicinity of the Manor Drive overcrossing. Mitigations included analysis and feasibility of a roundabout north of the Paloma Avenue/Oceana Boulevard intersection or an on-ramp at the Milagra Drive/Oceana Boulevard intersection. The roundabout is challenging as there is limited right-of-way preventing its construction. Signalization at Oceana Drive/Manor Drive would facilitate improved traffic flow along the Oceana Drive corridor. During the public meetings, the City received some comments from the community that were not in support of the Highway 1 on-ramp at Milagra Drive. These residents stated that since there was an on-ramp just north of the Paloma Avenue/Oceana Boulevard intersection, there was no need for an on-ramp at Milagra Drive. The main objective is to advance the improvements on the Manor Drive Overcrossing to make it safer for vehicles, bicycles, and pedestrians. Therefore, in discussion with the TA and to meet the Caltrans requirement of analyzing traffic congestion mitigations, the Manor Drive Overcrossing and the Milagra Drive on-ramp will be analyzed together, but the Manor Drive Overcrossing could be a standalone project going forward. At the completion of the Project Approval and Environmental Document (PA&ED) phase, staff will bring the on-ramp component of the project to Council for consideration based on the results of the analysis.
Staff will submit the grant application for Measure A and Measure W Highway Program funds to advance the Project into the PS&E phase in the amount of $5,500,000. The City will be required to provide a match of $550,000. There are sufficient funds to cover the match from Fund 12 Highway 1 Improvement Fund.
ALTERNATIVE ACTION:
Council may choose not to adopt the resolution. However, not doing so will make the City ineligible to receive Measure A and W grant funds.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
• Improve and steward City infrastructure, streets, and facilities: Adopting the resolution will make the funds available to progress the Manor Drive Overcrossing Improvement Project.
FISCAL IMPACT:
Adopting the resolution commits the City to provide the required matching funds of $550,000 if the grant is approved. The funds will be provided from Fund 12 Highway 1 Improvement Fund.
