COUNCIL AGENDA SUMMARY REPORT
9/22/2025
1 SUBJECT:

Resolution Approving the 2025–2030 Fairway Park Snack Shack User Agreement with Pacifica Little League
RECOMMENDED ACTION:

Adopt a Resolution approving the Fairway Park Snack Shack User Agreement between the City of Pacifica and Pacifica Little League for the operation of the snack shack at Fairway Park for the term of November 1, 2025 through October 31, 2030, with an optional five-year extension, and authorize the City Manager to execute the Agreement.

BACKGROUND/DISCUSSION:

Fairway Park is a key recreational facility serving the Pacifica community, providing fields and amenities that support youth sports activities. The snack shack located at Fairway Park has traditionally been operated by Pacifica Little League, which uses the facility to provide concessions during Little League games and events.

Pacifica Little League has a longstanding partnership with the City, contributing approximately $40,000 in volunteer services, field maintenance, and donations to support improvements at Fairway Park. The operation of the snack shack helps enhance the overall experience of the community and provides revenue to support Little League programs.

The current Use Agreement with Pacifica Little League expires on October 31, 2025 and staff has negotiated a new agreement for the 2025-2030 term. Under the terms of the proposed Use Agreement:
• Pacifica Little League will operate the snack shack for $1 per year in recognition of its community contributions.
• Pacifica Little League will be responsible for janitorial services, minor maintenance, and utilities such as telephone and security systems.
• The City will continue to provide water, sewer, and electrical services, with Pacifica Little League reimbursing the City for any extraordinary usage costs. • Pacifica Little League will maintain general liability insurance and other required coverages.

The agreement prohibits the sale of alcohol, tobacco, vaping products, or cannabis on-site.

The agreement also outlines roles and responsibilities regarding facility upkeep, right of entry, compliance with laws, and insurance requirements. The 5-year term provides stability for both parties while supporting community programming. If neither party communicates an intent to not renew the Agreement at the end of the five-year term, the Use Agreement may automatically be extended for an additional five year period.

ALTERNATIVE ACTION:

Do not approve the agreement and provide staff with alternative direction.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

This action aligns with the City’s goal of fostering A Healthy and Compassionate Community by supporting youth sports programs, volunteerism, and partnerships that enhance recreational opportunities for families.

FISCAL IMPACT:

There is no significant fiscal impact to the City. The nominal rent of $1 per year is offset by Pacifica Little League’s volunteer labor, maintenance, and financial contributions, which help reduce City maintenance costs for Fairway Park. Utility costs provided by the City will be reimbursed by Pacifica Little League for any extraordinary charges.
