Amendments to Administrative Policy No. 84 relating to Guidelines for Issuing Proclamations, Commendations and Ceremonial Documents to reflect the nomenclature change for the title of “Mayor pro Tem” to “Vice Mayor”
RECOMMENDED ACTION:
Adopt the Resolution titled, “A Resolution of the City Council of the City of Pacifica Amending Administrative Policy No. 84, ‘Guidelines for Issuing Proclamations, Commendations and Ceremonial Documents’” to reflect the nomenclature change for the title of “Mayor pro Tem” to “Vice Mayor”.

BACKGROUND/DISCUSSION:
On August 25, 2025 by Resolution No. 81-2025 the City Council adopted amendments to the City Council Rules and Code of Ethics, including but not limited to revising the nomenclature of the title “Mayor pro Tem” to “Vice Mayor”. City Administrative Policies were reviewed for consistency with the nomenclature update for Vice Mayor and it was found that Administrative Policy No. 84 referenced “Mayor pro Tem”.
The proposed Resolution amends Administrative Policy No. 84 “Guidelines for Issuing Proclamations, Commendations and Ceremonial Documents” to make the administrative edit to be consistent with current terminology to edit the nomenclature used in the Policy from “Mayor pro Tem” to “Vice Mayor”. The proposed edits to Administrative Policy No. 84 are shown in Attachment A.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
Review of this issue is not part of the FY 2024-25 workplan and does not directly relate to the City Council 2023-2030 Strategic Plan.
FISCAL IMPACT:
There is no fiscal impact related to amending Administrative Policy No. 84.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PACIFICA AMENDING ADMINISTRATIVE POLICY NO. 84 “GUIDELINES FOR ISSUING PROCLAMATIONS, COMMENDATIONS AND CEREMONIAL DOCUMENTS”
WHEREAS, the City of Pacifica has certain Administrative Policies to set forth specific policy, regulations, and to establish procedural guidelines on various subject matters; and
WHEREAS, the City of Pacifica’s Administrative Policy No. 84 “Guidelines for Issuing Proclamations, Commendations and Ceremonial Documents” was previously adopted on January 27, 2025 by Resolution No.06-2025 to establish clear and consistent criteria and guidelines for official City Council recognition in the form of ceremonial acknowledgment such as Proclamations, Certificates or Letters of Recognition, Commendation or Congratulations; and
WHEREAS, on August 25, 2025 by Resolution No. 81-2025 the City Council adopted amendments to the City Council Rules and Code of Ethics, including but not limited to revising the nomenclature of the title “Mayor pro Tem” to “Vice Mayor”; and WHEREAS, City Administrative Policies were reviewed for consistency with the nomenclature update for Vice Mayor and it was found that Administrative Policy No. 84 referenced “Mayor pro Tem”; and
WHEREAS, it is the intent to amend Administrative Policy No. 84 to reference “Vice Mayor” in lieu of “Mayor pro Tem” to be consistent with current terminology; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Pacifica hereby approves the amendment to Administrative Policy No. 84 as set forth in the revised Administrative Policy No. 84, which is attached hereto and incorporated in Exhibit A. • • • • •
