BACKGROUND/DISCUSSION:

At the City Council meeting held on September 8, 2025, the City Council approved Resolution No. 85-2025 creating the Climate Action and Resilience Committee. The City has recruited applicants for the Climate Action and Resilience Committee to fill nine (9) positions to the Climate Action and Resilience Committee. Two of the nine positions on the Climate Action and Resilience Committee are designated for Youth Members between the ages of 14 - 25; term duration for Youth Members shall be one year, which can be renewed for additional one-year terms up to a total of four years. The non-youth member positions shall have a full term of four years. Due to the action undertaken tonight with the appointment of members to form the newlyestablished Climate Action and Resilience Committee, it is recommended that initial terms be appointed to create staggered expiration dates by appointing four (4) non-youth members to full 4-year terms to expire October 2029 and three (3) non-youth members to an initial term with a 2-year duration to expire October 2027.

The City also recruited applicants for the Beautification Advisory Committee due to two (2) vacancies for partial terms to expire March 2026.

In addition to recruiting for the newly established Climate Action and Resilience Committee, the City recruited for vacancies and expiring terms for the following City Committees and Commissions: Beautification Advisory Committee, Economic Development Committee, Emergency Preparedness & Safety Commission, and Library Advisory Committee. Recruitment Notices for the existing Committees / Commissions were posted on the City website on August 26, 2025, and published in the San Mateo Daily Journal on August 27, 2025, and September 3, 2025. These recruitments were also advertised in the City's weekly Connect With Pacifica enewsletter and the City's social media accounts. The application deadline of September 12, Pacifica City Council 2

Recruitment notices for the Climate Action and Resilience Committee were posted on the City website on September 9, 2025, and published in the San Mateo Daily Journal on September 10, 2025. These recruitments were also advertised in the City's weekly Connect With Pacifica enewsletter and the City's social media accounts. The application deadline of September 29, 2025, was extended one time to October 10, 2025.

The City received thirteen (13) timely applications for the Climate Action and Resilience Committee and four (4) timely applications for the Beautification Advisory Committee. The lists of applicants under consideration for each committee and commission are attached.

Applicant interviews for applicants indicating interest in the Climate Action and Resilience Committee and/or the Beautification Advisory Committee were conducted by the City Council at a Special City Council Meeting held on October 20, 2025.

Due to the number of positions under recruitment and the number of total applicants, an additional applicant interview date has been scheduled for Tuesday, October 28, 2025 to conduct interviews for applicants indicating interest in the Economic Development Committee, Emergency Preparedness and Safety Commission, and Library Advisory Committee.

Appointments for those committees / commission are scheduled to be held at the regular City Council meeting on November 10, 2025. Some applicants indicated interest in both the Climate Action and Resilience Committee or the Beautification Advisory Committee and one or more of the committees for which interviews will be held on October 28. Those indicating interest in either Climate Action and Resilience Committee or the Beautification Advisory Committee were scheduled for interviews on October 20, so that they could be considered for appointments for either of those bodies tonight and/or for those scheduled for selections on November 10.

Pacifica Municipal Code Section 2-2.103 (Membership: Eligibility) sets forth guidelines for City Commissions and Committees membership eligibility as follows:
