2) Library Advisory Committee: a total of five (5) positions for the following:

media accounts. The application deadline of September 12, 2025, was extended two times to September 29, 2025, and October 10, 2025.

The City received five (5) timely applications for the Emergency Preparedness and Safety Commission; twelve (12) timely applications for the Library Advisory Committee; and seven (7) timely applications for the Economic Development Committee. The lists of applicants under consideration for each committee and commission are attached.

Applicant interviews for the Emergency Preparedness and Safety Commission, Library Advisory Committee, and Economic Development Committee were conducted by the City Council at a Special City Council Meeting held on October 28, 2025. Due to the number of positions under recruitment and the number of total applicants, a previous applicant interview date was held on Monday, October 20, 2025, to conduct interviews for applicants indicating interest in the Climate Action and Resilience Committee and the Beautification Advisory Committee. Some applicants indicated interest in one or more of the committees / commissions; those indicating interest in the Climate Action and Resilience Committee or the Beautification Advisory Committee were scheduled for interviews on October 20. Appointments to the Beautification Advisory Committee and the Climate Action & Resilience Committee were made by the City Council at the regular City Council meeting on October 27, 2025. The lists of applicants in Attachments A, B and C include the names of all applicants that listed interest in the specified committee / commission; a note has been added next to names that were appointed to another committee at the October 27 City Council meeting.

Pacifica Municipal Code Section 2-2.103 (Membership: Eligibility) sets forth guidelines for City Commissions and Committees membership eligibility as follows:
2-2.103(a) Membership on the commissions provided for in this chapter shall represent a broad cross-section of the entire community.
2-2.103(b) To be eligible for appointment to any commission or committee, a person shall be a qualified elector of the City, except for the following persons:
(1) Members who are under the age of eighteen (18) years at the time of their appointment; provided, however, they shall be residents of the City; and (2) Members of committees who are not qualified electors or residents of the City but who may be appointed by the Council where they are deemed to be able to provide expertise or where they may be representative of a section of the community (i.e., commercial).

The Library Advisory Committee designates positions specifically for Youth members under the age of 18. At the City Council meeting held on January 27, 2025, the City Council approved Resolution No. 10-2025 amending the membership of the Library Advisory Committee to include two of the nine voting member positions on the Library Advisory Committee designated for Youth Members under the age of 18; term duration for Youth Members shall be one year. The non-youth member positions shall have a full term of four years.

Selection Process
Lists of all applicants under consideration for each committee / commission are attached for Emergency Preparedness and Safety Commission (Attachment A); Library Advisory Committee (Attachment B); and Economic Development Committee (Attachment C).

Council may choose to deliberate as to the candidates that they would support to nominate for appointments to each of the open Committee seats. Council should then make a formal motion to appoint named applicants to each committee. Each formal motion should specify which Pacifica City Council 3
