BACKGROUND/DISCUSSION:

The City of Pacifica’s Parks, Beaches and Recreation Department administers the Senior Transportation Program (CaR), providing on-demand rides for qualified Pacifica residents aged 65 and older. The program improves mobility, independence, and access to essential destinations such as grocery stores, medical appointments, and community programs.

Since its inception in 2020, the City has contracted with Serra Yellow Cab to operate CaR services because of its reliable fleet, trained drivers, and ability to accommodate wheelchair and scooter users. The contract is exempt from the competitive pricing requirements outlined in the City’s Purchasing Policy because Serra Yellow Cab is the only local provider with the fleet capacity and operational resources to meet the City’s service needs. No other taxi company in the area can provide comparable coverage or responsiveness, making Serra Yellow Cab the only viable provider for these services. Below is a summary of the relevant terms of the proposed Agreement :

Scope of Services: Serra Yellow Cab will provide curb-to-curb transportation for eligible CaR participants within Pacifica, Colma BART, and medical facilities from Daly City to Burlingame.

Wheelchair and scooter-enabled vehicles are available on request.

Service Standards: Response times will be within 45 minutes for standard vehicles and within 60 minutes for wheelchair/scooter vehicles.

Cost and Payment: Riders pay the first $5 of each ride; the City pays the balance based on rates in Exhibit B. Rates include $25.10 plus 15 percent for standard rides and $40 plus 15 percent for wheelchair rides under five miles.

Term: January 1, 2026 through December 31, 2027.

Maximum Compensation: Not-to-exceed $140,000 for the term of the Agreement.

Insurance and Liability: Serra Yellow Cab must maintain the insurance coverage outlined in proposed Agreement and indemnify the City against claims arising from performance of services.

This renewal ensures continued transportation support for Pacifica’s senior residents through a trusted vendor that meets service and safety standards.

ALTERNATIVE ACTION:

Staff could be directed to renegotiate specific terms with Serra Cab of Daly City, Inc.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

This action advances the City Council’s goal of Fostering a Healthy and Compassionate Community by supporting access to essential services for older adults and residents with limited mobility. Reliable transportation reduces social isolation and improves overall well-being among Pacifica’s senior population.

ENVIRONMENTAL REVIEW:

Approval of the proposed Agreement with Serra Yellow Cab is not subject to review under the California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 21000, et seq. and the CEQA Guidelines (14 Cal. Code Regs. §§ 15000 et. seq.), including without limitation, Public Resources Code section 21065 and California Code of Regulations 15378 as this is not a “project” that may cause a direct, or reasonably foreseeable indirect, physical change in the environment.

FISCAL IMPACT:

Funding for this agreement is available in Fund 28 (Parks, Beaches & Recreation Special Revenue Fund). The Agreement’s not-to-exceed amount of $140,000 covers all rides, administrative fees, and service costs for January 2026 through December 2027. Program expenses are minimally offset in part by the $5 rider co-pay and available grant reimbursements.
