BACKGROUND:
On November 10, 2025, the City Council held a Study Session to review and discuss Pacifica’s long-term financial sustainability challenges. The purpose of the session was to establish a clear fiscal baseline on government revenues, where structural gaps exist, and what tools and strategies may help the City strengthen and diversify its revenue base. The session also provided an overview of revenue performance, staffing and service-level impacts, capital funding gaps, economic development opportunities, and other potential long-term solutions.

A staff presentation (Attachment 1) accompanied the report and provided additional visuals to illustrate the financial trends and options discussed. This conversation focused on revenue options-not expenditure evaluation or organizational restructuring-which will be addressed later through the budget process.
Direction given at the November 10, 2025 Council Study Session:
The Council directed the City Manager to assess the feasibility of a parcel tax with a public safety focus, as well as assess the feasibility of an infrastructure measure for roads, for future Council consideration whether to place a revenue measure on the November 2026 ballot. In addition, the Council directed staff to engage professional expertise to support community education, outreach, and public opinion polling related to these potential revenue measures to help the Council and community better understand the level of support for various options.

During the Study Session, the Council also expressed interest in seeing additional background information, such as a timeline for planning a November 2026 ballot measure, a simplified comparison of revenue options, further explanation of Community Facilities Districts (CFDs), and clarification of the City’s debt limit. Staff will share as much information as feasible during the meeting, noting the brief time between the two meetings.
