BACKGROUND/DISCUSSION:

The City Council approved the FY 2021-2026 Capital Improvement Program (CIP) in June of 2021. The CIP included the Playground Equipment Improvement Project meant to improve outdated citywide parks playground equipment. The City manages and maintains nineteen (19) total parks throughout the City of Pacifica and over the last several years Public Works (PW) and Parks, Beaches, and Recreation (PB&R) staff have been working on assessment of the City park needs due to aging infrastructure. This included a consultant playground equipment Pacifica City Council 2

assessment study that was presented and discussed at a Parks, Beaches, and Recreation Commission study session in September of 2019. Although PW staff does address spot repairs and replacements in the City’s parks, addressing these needs in City parks that require all equipment upgraded is beyond the capacity of PW staff. Based on the assessment study and discussions between PW and PB&R staff, a priority list was created. The Community Center and Fairmont West Childcare Center playgrounds were selected for replacement and both projects were completed in spring of 2020. It was also determined that four additional parks required complete replacement of all park equipment. These parks include the following:
• Skyridge Park located on Skyridge Drive
• Imperial Park located on Imperial Drive
• Marvilla Park located at 201 Marvilla Place
• Brighton Mini Park located at 497 Brighton Road
On January 24, 2022, the City Council approved a Master Agreement and Task Order No. 1 between the City of Pacifica and NCE for Consultants Services related to the FY21-22 Priority Parks Project. NCE worked closely with City staff and created a Community Engagement Plan that included postcards mailed to residents within 500’ of each park, pop-up events at each park, on-line surveys, and social media postings. NCE presented the options for each park to City staff for their initial comments and suggestions. Based on the input received from City staff, NCE prepared a preferred alternative plan for each park. The preferred alternatives were presented to the PB&R Commission, and residents notified of the proposed park renovations.

The landscape architect produced 100% construction documents, which included the construction plans, technical specification, and cost estimates. City staff reviewed the construction documents for value-engineering revisions intended to keep costs down and within the project budget. The final plans were reviewed by the PB&R Commission at the August 28, 2024 Meeting. The project plans are also available to view on the City's website at:
<https://www.cityofpacifica.org/departments/public-works/engineering/capital-improvementprojects/priority-parks-project> On November 25, 2024, City Council rejected all bids received for the project due to the low bid amount exceeded the engineer’s estimate by 105%. Staff proposed to revise the scope and readvertise the project. Staff worked with NCE to revise the project plans and explore cost-saving options. While the overall park designs have been maintained, minor adjustments were made to three of the parks. These revisions include the removal of extra benches and seats, boulders and logs, concrete coloring, and concrete piers from their respective sites. In addition, all low shrubs have been replaced with wood mulch, which provides a more cost-effective landscaping option. The pet waste stations and signage have also been removed from the project scope, as City staff will install these in-house upon project completion.

The most significant change occurred at Marvilla Park, which is in the best condition of the four sites. Originally planned for a complete rehabilitation with a new layout, Marvilla’s scope was reduced to some minor concrete pathways, new seating, and new play structures.

In addition to the cost-saving scope revisions, Staff will procure the play equipment directly with Kompan California, Inc. to save on the contractor markup of the equipment. The play structures, safety surfacing, drainage, and ramps qualify as equipment purchases and can be procured through OMNIA Partners, a cooperative purchasing agency. The City of Pacifica has been a part of OMNIA since 2003. OMNIA contracts are competitively solicited to meet all state, local, and federal procurement requirements, including compliance with prevailing wage. Kompan California, Inc., is a vendor that has an agreement with OMNIA to provide their product at competitively bid public pricing.

The Project was re-advertised on October 24, 2025, and October 31, 2025, in accordance with the formal bid process. Sixty-six (66) companies downloaded plans and specifications and ten Pacifica City Council 3

(10) companies submitted bids with bids ranging from $888,000.00 to $1,369,961.80. On November 10, 2025, the bid opening was held via Zoom by the City Clerk and three lowest bid results are as follows:

Company Bid
Redwood Engineering Construction $888,000.00
JPB Designs Inc. $994,442.00
Raposo Engineering, Inc. $1,008,552.14
The apparent low bidder is Redwood Engineering Construction with a bid amount of $888,000.00. All required documentation was submitted with their bid. This is Redwood Engineering Construction’s first project with the City of Pacifica, so staff checked their references and the feedback indicated that their work was satisfactory. As there are sufficient project funds approved as part of the FY 2025-2026 Capital Budget, the City Manager recommends the award of contracts (Attachment "A") to the apparent low bidder, Redwood Engineering Construction. In addition, a 15% contingency is recommended to allow enough funding to handle any additional improvements that are identified during construction.

ALTERNATIVE ACTION:

Council may choose not to adopt the resolution and not approve the construction contract.

However, this will result in project delays and possible increase in construction cost. Staff does not recommend this alternative action.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

Approval of the recommended actions is consistent with the following Council adopted Goals:
• Improve and steward of City Infrastructure, streets, and facilities: This construction project will renovate four parks in the City.
