BACKGROUND EXPERIENCE AND QUALIFICATIONS
Cotton, Shires and Associates, Inc. (CSA) was incorporated in 1974, and is a State certified Small Business firm providing full-service geotechnical consulting with offices in northern, central and southern California. The firm includes geotechnical and geologic professionals in addition to accounting support staff. Our senior staff are trained geotechnical engineers and engineering geologists with advanced degrees who have broad experience in producing, evaluating and utilizing geologic and geotechnical data. We offer expertise in providing consulting services to public agencies with regard to public works projects and specialize in the following types of projects:
Foundation Design, Grading and Drainage - From the investigation and design of small earth retention structures to the complex design of large building foundations, CSA provides innovative geotechnical engineering recommendations for civil works, including dams, power generation facilities, schools, commercial buildings, and water and wastewater facilities. CSA provides turnkey design services for grading and drainage works, including Civil drawings, specifications, calculations, engineer's construction cost estimating, bid and contract assistance, and construction inspection and testing.
Public Buildings, Schools, Roadways, and Parks - CSA has performed geotechnical investigations for city halls, libraries, schools, roadways, and park and golf course structures. In addition, CSA is providing on-call inspection services for the City of Saratoga including testing and observing subgrade compaction for roadways, and monitoring buildings for potential distress. CSA also performed a geotechnical investigation for the new library for the City of Belmont. • Analysis of Distressed Structures and Roadways - CSA has substantial expertise in investigating and determining causative factors for distress to structures. We have conducted forensic analyses of historical distress and damage indicators, such as utility leaks and changes in ground survey measurements over long time periods, in order to identify and understand slope movement patterns. We maintain sophisticated instrumentation for monitoring of distress and provide cost-effective design recommendations for remediation of distress.
• Geologic and Seismic Hazard Studies - CSA has been at the forefront of geologic hazard assessments of hillside areas for over three decades. Representative projects conducted over the years by our team of engineering geologists and geotechnical engineers range in size and scope from relatively small, subdivision-sized investigations to large projects involving tens to hundreds of square miles. In the San Francisco Bay Area, we are well known for the large-scale geologic maps we produced for the communities of Portola Valley, Saratoga, Belmont, Woodside and Los Altos Hills, as well as the Congress Springs Landslide Map produced for the County of Santa Clara. Maps depicting relative hazards were prepared as companion map folios for the Los Altos Hills, Portola Valley, Saratoga, COTTON SHIRES AND ASSOCIATES, INC.
Belmont, and Congress Springs investigations. The hazard maps, together with corresponding guidelines developed for each specific area, are utilized on a regular basis to guide development in these areas, and have significantly reduced the risk associated with building in hazardous terrains. CSA also is a leader in the field of seismic hazards evaluations, and has studied numerous faults under grants from the U.S. Geological Survey
• Community Geologic and Geotechnical Review - CSA serves as the City or Town Geologist/Geotechnical Consultant for numerous municipalities (currently 15) in the San Francisco Bay Area. In this capacity, we are responsible for peer review of engineering geologic and geotechnical investigations of proposed hillside residential developments conducted within these areas. In addition, the Counties of San Mateo, Santa Clara, Santa Cruz and Monterey have retained CSA on matters pertaining to unstable slopes and their potential impacts on public works. We also perform specialized landslide and earthquake hazard investigations and reviews for departments and agencies of the Counties of Santa Clara and Santa Cruz. Following the 1989 Loma Prieta earthquake, we performed hundreds of rapid geologic hazard assessments for post-earthquake reconstruction applications for the County of Santa Cruz. Likewise, we have performed damage assessments for several hillside communities following extreme rain seasons associated with El Nino events.
• Earth Movement Studies and Slope Stability Analysis - CSA is recognized throughout the geotechnical industry for expertise in characterization of earth movement, including landslides and landslide potential, levee failures and dam stability, and soil creep distress.
Members of our senior staff have collectively investigated hundreds of earth movement cases throughout the State. Our expertise includes investigative techniques such as detailed geologic mapping, exploratory drilling and logging of large-diameter boreholes, geophysical exploration, trenching, and the installation, analysis and monitoring of instrumentation. CSA maintains state-of-the-art analysis tools, uses the latest software such as SLOPE/W, and highly qualified personnel for evaluating slope stability of natural slopes, pre-existing landslides and embankments, including dams and levees. These analyses include regional slope stability evaluations for siting decisions, as well as two- and three-dimensional analyses of site-specific slopes. We use unique techniques best suited to exploration of slope stability problems and provide cost-effective recommendations for siting, design and slope remediation. Our senior staff are recognized as being at the forefront of earthquake-triggered landslide analysis, which involves characterization of seismic ground shaking in addition to slope stability parameters. We have conducted state-of-the-art slope stability studies for many private companies, public utilities, and government agencies including County of Los Angeles, City and County of Honolulu, Permanente Rock Quarry, Pacific Gas and Electric Company and U.S. Army Corps of Engineers.

Representative Experience
With several decades of experience performing detailed investigations and geotechnical review for hillside construction, we have developed knowledge of what safeguards should be taken when developers and communities are faced with development in geologically hazardous terrain. We are frequently retained by municipal agencies and private clients for the assessment of factors contributing to damaged roadways, structures and facilities, and then design of remedial measures to mitigate the damage. Selected current slope failure and remediation projects include: geotechnical investigation, design and repair of a large (500 ft by 800 ft) landslide that damaged or destroyed 6 residences and threatened several others; roadway repairs for the Santa Clara County Transportation Agency and Town of Los Altos Hills (Old Santa Cruz Highway and Edgerton Road); assessment of massive landsliding for the County of Los Angeles (Montellano Avenue Landslide and Las Flores Canyon area, Malibu); remediation of landslide damage to the Codorniu Winery in Napa Valley; rock slope stabilization for Pacific Gas and Electric Company hydroelectric facilities in the Sierra Nevada and Central California; monitoring and evaluation of rock quarry for Permanente and Felton Quarry; design and construction inspection of drainage mitigation measures to alleviate ponding and shallow ground water for several condominium complexes in San Jose; and evaluation of hillside water storage facilities for California Water Service Company (Westlake Village and Rancho Palos Verdes).
Since our inception in 1974, CSA has specialized in providing geologic and geotechnical information to non-technical users of this information. Our expertise in this area and our technically superior products have gained wide recognition over the past three decades. We currently serve as City/Town Geotechnical Consultant for 15 communities in the San Francisco Bay and Los Angeles regions. We also are retained on geotechnical review projects for three local county governments. We have produced large-scale (e.g., 1"=200') geologic maps and associated planning maps produced for the communities of Portola Valley, Saratoga, Belmont, Woodside and Los Altos Hills, as well as the Congress Springs Landslide Map produced for the County of Santa Clara. These maps are utilized on a regular basis to guide development in these areas, and have significantly reduced the risk associated with building in hazardous terrain.
CSA also is experienced working with governmental organizations, including Federal (USGS, COE, USBR), State (UC, Caltrans, California Coastal Commission, DSOD, and CDMG), County (Santa Clara, San Mateo, Monterey, Santa Cruz, Los Angeles, Honolulu etc.) and City (Rancho Palos Verdes, San Juan Capistrano, Los Gatos, Monte Sereno, Campbell, Saratoga, Cupertino, Dublin, Fairfield, Fremont, Los Altos Hills, Mountain View, Newark, Portola Valley, Woodside, COTTON SHIRES AND ASSOCIATES, INC.

Sub-Consultant: Driller - Questa; Traffic Control - TMI; Utility Locator - GPRS; Laboratory Cooper Testing; Structural Engineer - American Subsurface Engineering Project Summary: In 2021 CSA was contracted by the City of Brisbane to complete a geotechnical investigation, and prepare a design and construction drawings for a new retaining wall in front of 18 Solano Road. The two lowest existing terraced walls had failed, and the City wanted to replace the failed walls, and widen the roadway and sidewalk. CSA investigated the subsurface materials along the anticipated wall alignment by means of drilling and sampling two borings. We also completed a topographic survey of the existing site conditions to develop a base map suitable for geologic mapping, wall design and construction drawings.
Following completion of the geotechnical investigation, topographic survey and geologic mapping, we discussed with the City the design goals including roadway width, sidewalk width, wall height, wall termination at ends, and roadway and sidewalk transitions. We then contracted with a Structural Engineer to provide us with a structural design based on the design criteria we provided. CSA prepared the design drawing and technical specifications, and provided the City with draft and final set of the drawings, as well as an Engineer's Construction Cost Estimate. During Construction, CSA provided construction observation and testing services. We also provided pier layout for the wall, and relocated piers as necessary to conform with adjacent structures and unanticipated buried utilities. At the completion of the construction, we prepared As-Built drawings and a construction report.
