Specification Revisions
Prepared for Pacifica HR Leadership
November 2025
Overview and methodology:

Rather than rely on job titles alone, Holly evaluates each classification based on the substance of its duties, organizational context, and functional role within the agency. Each position is matched to internal and peer roles using four key weighted dimensions, using an algorithm developed in close collaboration with our city and county partners:
● Duties (40%) - Core functional tasks and responsibilities that define the role's purpose and organizational function
● Seniority & Authority Level (30%) - Supervisory responsibilities, decision-making authority, and organizational positioning
● Required Qualifications & Market Standards (20%) - Educational requirements, professional certifications, and industry-standard knowledge domains ● Work Environment & Context (10%) - Physical work environment, operational context, and working conditions
Each match receives a similarity score between 70% and 100%. Classifications with similarity below 70% are excluded from analysis to preserve benchmarking integrity. All matches are reviewed and confirmed by Holly analysts to ensure consistency and defensibility across jurisdictions.

Using this analysis, Holly consolidates 14 of Pacifica’s class specs into 6 class specs aligned with the city’s human resources needs. Each of these new specs were rewritten using the comparator specs from peer agencies, pulling in key portions including responsibilities and qualifications, which included granular details such as relevant certifications. Moreover, this resulted in class specs including more detail and providing prospective applicants, along with current employees, with a better understanding of the expectations of a role, and how it differs with other roles that may sit at a higher or lower pay grade of a series.
