BACKGROUND/DISCUSSION:
Each year the City Council determines which of its members will represent the City in relation to a variety of regional agencies, Joint Powers Authorities, boards, committees, commissions and community organizations. In some cases, the assigned Council member is a voting member of the body; in others, they serve as a liaison between the designated group and the City. In all cases, the Council member acts on behalf of the full Council and represents a majority viewpoint on matters that directly affect the City of Pacifica. Council members serving as representatives to these groups report back on activities during regularly scheduled Council meetings.
The assignments are typically reviewed and updated in January of each year to reflect changes associated with Council reorganization conducted in the previous December. Attachment A shows the 2025 City Council Liaison and Committee Assignments with updated information for some appointments that were made during the course of the year 2025 for Council to review, discuss and modify for the calendar year 2026. The list includes a column to indicate the Council liaison’s role on the specified body / committee, indicating whether the role is as a voting member, a liaison to observe and/or provide information in an advisory capacity from the City, or as a Council liaison to a City Committee or Commission. Attachment B includes additional meeting information, descriptions of each committee and weblinks for additional information on each body where applicable for outside agencies.
Please note that some committees have alternates while others do not. The ultimate decision on all assignments (except those made by C/CAG or other legislative bodies / agencies as noted) is at the Council's discretion. Council representatives should be determined in compliance with California’s Ralph M. Brown Act. For City Committees / Commissions, in the past the Council has chosen to appoint one primary representative as the liaison and one alternate to most City committees / commissions as listed in Attachment A; however, the Council may wish to discuss and consider a different approach due to the prevalence of competing schedules among the various commitments to local and regional bodies. For example, the Council may wish to consider only appointing a primary liaison to City Committees / Commissions with no alternate or the Council may wish to discuss adjusting the expectation of attendance of the Council liaison to City Committees / Commission to attend the regular Pacifica City Council 2

meetings on a quarterly basis instead of the expectation of attending every meeting. For the Economic Development Committee, there are presently two primary Council liaisons appointed and no alternate; the Council may wish to consider appointing only a single primary liaison to that Committee to be consistent with other Committees / Commissions. Additionally, the newly established Climate Action & Resilience Committee is scheduled to hold its initial meeting on January 14, and at that meeting will determine its regular monthly meeting date / time. A Council liaison has not yet been appointed for that Committee, and the Council is requested to determine a liaison, if desired, at this time. The Council liaison assignment to attend and observe the North Coast County Water District (NCCWD) Board meetings was created voluntarily by Council in January 2023 and is not a member or voting / acting role; attendance to the NCCWD meetings has been limited by several meeting bodies holding regular meetings in the evening on the 3rd Wednesday of each month. This assignment is within Council’s discretion whether to consider continuing. As noted in Attachment A, the Housing Our People Effectively (HOPE) Inter-Agency Council has been disbanded by the County, and therefore will not require Council liaison appointments going forward.
Attachment A also includes, for informational purposes, Ad Hoc City Council Subcommittee assignments for those that are currently active or had been in 2025. At times, the Council may form and appoint two members (less than a quorum of members) to Ad Hoc City Council Subcommittees to meet, as needed, charged with accomplishing a specific task in a limited and definite period of time on an informal and temporary basis without a regularly scheduled meeting date/time. Such Ad Hoc Subcommittees are exempt from the provisions of California’s Ralph M. Brown Act.
For example, the Ad Hoc Council Subcommittee on Committee / Commission Charter Review Questions was formed at the January 27, 2025 regular City Council meeting, at which Councilmembers Bier and Wright were appointed to meet and work with City staff to provide input on focused Committee-specific questions to pose to Committee / Commission members to facilitate the review and recommendations for updates to the charters for the Beautification Advisory Committee and the Emergency Preparedness & Safety Commission. That Ad Hoc Subcommittee work has concluded and the Beautification Advisory Committee and Emergency Preparedness & Safety Commission Charter Review is currently underway at the staff and committee / commission level based on the direction provided by the Ad Hoc Subcommittee.
The Ad Hoc Council Subcommittee on the Mayor / Mayor pro Tem Selection Process was formed at the January 27, 2025 regular City Council meeting, at which Councilmembers Bier and Espinosa were appointed to review and make recommendations to amend the policy and process for the selection of Mayor / Mayor pro Tem. This Ad Hoc Subcommittee completed their review, the full Council provided direction at the regular meeting on October 13, 2025, and amendments to the Mayor / Vice Mayor Selection Process per Council’s direction were incorporated into the City Council Rules and Code of Ethics as revised and adopted at the regular City Council meeting on October 27, 2025.
The Ad Hoc Council Subcommittee for the City Manager Recruitment was formed at the November 17, 2025 regular City Council meeting, at which Councilmembers Boles and Beckmeyer were appointed to work with the City Attorney, executive recruitment firm and Human Resources staff on the recruitment process. This Ad Hoc Subcommittee is currently active.
Council is asked to discuss and determine the liaison assignments for 2026. At this time, the City Council may also discuss and consider or reflect any amendments to the list of liaison assignments for 2026.
