RE: Proposal for Additional Engineering Services
Linda Mar Pump Station Upgrade Project (C004B)
Dear Mr. Patten,
Freyer & Laureta, Inc. (F&L) is pleased to present this proposal to the City of Pacifica (City) for additional engineering services for the Linda Mar Pump Station Upgrade Project (Project). Our proposal includes services provided by our electrical engineering subconsultant, Beecher Engineering, Inc. (BEI).
The City contracted with Liffey Electric, Inc. (Liffey) to complete the Project improvements. During construction, the Project experienced several challenges including:
• Electric material procurement delays extended the overall construction schedule requiring additional support services and project administration;
• Liffey notified the City and the design team that Liffey’s supplier, Murcal, did not include several design integration tasks required to develop final wiring diagrams for the new Murcal control panel to be integrated with the City existing natural gas powered engine driven pump; and • Final startup activities were coordinated to occur during months where precipitation events were less likely to occur to allow the City with the most flexibility for operating the Linda Mar Pump Station before final integration of the Murcal control panel.
The unanticipated challenges resulted in additional effort by F&L and BEI to support both the City and Liffey for successful Project completion.
Scope of Work
F&L and BEI provided the following additional tasks:
• Continued to attend weekly construction meetings with Liffey and the City for an additional 12 months. • Develop interconnection diagrams for the Murcal panel at the request of Liffey and Murcal including:
o Prepare initial schematic diagram for review by Liffey and Murcal; o Advance interconnection diagram based on Liffey and Murcal review comments; o Perform site visit with Liffey to verify final conduit and wiring requirements; and o Prepare final interconnection diagram for Liffey’s use to complete installation of conduit, wires, and Murcal Panel.
• Participate in design coordination conference calls with Murcal. • Perform final construction observation of installed conditions to verify all field work conforms with interconnection diagram.
FREYER & LAURETA, INC. Civil Engineers · Surveyors · Construction Managers 2 F&L and BEI provided as requested support to Liffey and Murcal throughout the final integration and startup activities. The construction and design teams collaboration allowed for final startup and commissioning of the critical natural gas driven pump that the City relies on to convey wet weather flows from the Linda Mar Pump Station to the Calera Creek Water Recycling Facility.
Compensation
The total additional budget authorization requested by F&L and BEI is $23,000.
Thank you for the opportunity to support the City on the successful Project completion that results in improving the overall reliability and automation of the Linda Mar Pump Station. Please contact me at [email protected] or (650) 619-3226 with any questions.
Very truly yours,
Jeffrey J. Tarantino, P.E., Executive Vice President
