BACKGROUND/DISCUSSION:
The Sharp Park Priority Development Area (PDA) Resurfacing Project will resurface Sharp Park Road from the City limits to State Route 1 and Francisco Boulevard from Sharp Park Road to Paloma Avenue. The project scope includes a combination of pavement treatment options, such as rubber cape seal, double slurry seal, slurry seal, asphalt concrete grinding and paving, microsurfacing spot repairs, pavement striping and markings. In addition, the project will include upgrades to non-ADA-compliant curb ramps at the top of Sharp Park Road and along Francisco Boulevard, and in other areas as needed.
Community Project Funding (CPF) and Congressionally Directed Spending (CDS) are federal programs that provide targeted funding for local projects through congressional appropriations.
These allocations, often referred to as modern “earmarks,” allow members of Congress to request funds for specific community needs such as infrastructure, healthcare, or education.
Each year, CPF/CDS projects are solicited and selected by members of the U.S. House of Representatives and Senate. Once approved, the scope and funding amount for each project are codified in law through the Annual Appropriations Act. Under CPF/CDS Cycle 2, a total of $800,000 was programmed for the Sharp Park PDA Resurfacing Project, covering both design and construction phases.

The Request for Proposals (RFP) for professional services was advertised on December 17 and December 24, 2025, in accordance with the City’s formal procurement process. A total of thirtyfour (34) consultant firms downloaded the project documents, and three (3) firms submitted proposals by the January 9, 2026 deadline. Proposals were independently evaluated and scored by four City staff engineers. Final scores were compiled on January 15, 2026, with CSG Consultants receiving the highest overall score among the three proposers.
ALTERNATIVE ACTION:
Council may choose not to authorize design of the Sharp Park PDA Resurfacing Project.
However, this will result in continued deterioration of the City’s pavement network. Staff does not recommend this alternate action.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
Approval of these actions is consistent with the following Council adopted Goals:
• Stewardship of City Infrastructure: Approval of these actions will improve the City Street network.
