- November 19, 2025: Emergency Preparedness & Safety Commission discussed and voted unanimously on several recommended changes to the EPSC charter.
Emergency Preparedness & Safety Commission requested changes to the charter:
- Change the commission’s name from Emergency Preparedness & Safety Commission to Emergency Preparedness Commission (EPC).
- Create a youth ex-officio member to the commission and designate the Youth Advisory Board to create a selection process for this position.
- Amend Pacifica Municipal Code Section 2-2.803 (Powers and duties) to remove this commission as an appellate body to the revised 72hr parking ordinance as outlined in Ordinance No. 903-CS (ID#5988), adopted September 8, 2025 (see appendix C).
Next Steps:
The membership, purpose, powers and duties (charter) of City Commissions are established through Ordinances and codified in the Pacifica Municipal Code. The Emergency Preparedness & Safety Commission “charter” is encompassed within Pacifica Municipal Code Title 2 (Administration), Chapter 2 (Commissions and Committees), Article 8 (Emergency Preparedness & Safety Commission). As such, any recommended amendments to the “charter” or name of this Commission must be transacted through an Ordinance to amend this section of the Pacifica Municipal Code.
Based on Council direction at this Joint Study Session, a proposed Ordinance to make the recommended amendments to the Commission name, membership and powers and duties will be brought back to Council at a future meeting for introduction of the Ordinance and, subsequently, for a second reading and adoption of the Ordinance.
ALTERNATIVE ACTION:
