BACKGROUND/DISCUSSION:

On June 23, 2025, during the FY 2025-26 Capital Improvements Program (CIP) budget approval process, the Council approved funding for the Forcemain Condition Assessment, Sequencing Batch Reactor Improvements Feasibility Study, and Pump Station & CCWRP Condition Assessment Update Projects. These projects were combined into a single agreement for greater economies of scale and for the goal of providing a holistic approach to the condition assessment and project planning process. This combined project was named the Wastewater Facilities Master Plan. Condition assessments were previously completed for the Forcemain in 2014, and for the Pump Stations and Calera Creek Water Recycling Plant in 2018. Condition assessments need to be updated periodically as wastewater equipment continues to age through constant usage, and new equipment issues may be observed. Projects which were recommended as part of previous condition assessments are in progress or have been completed, including:
• The Linda Mar Pump Station Upgrade Project – Completed. • The Ultraviolet Disinfection System Replacement Project – Nearing Completion. • The Headworks Rehabilitation and Repair Project – In Design. • Rockaway Pump Station Rehabilitation and Repair Project – Nearing Completion. • Sharp Park Pump Station Odor and Noise Improvements Project – In Design.

The wastewater industry is constantly evolving, with changing regulations, rising energy costs and climate change adaptation. New challenges are appearing on the horizon that may not have Pacifica City Council 2

been as significant during previous condition assessment projects. This project will help ensure that the Wastewater Division meets these challenges proactively.

The major project deliverable will be a 20-year project “roadmap” to plan for Wastewater capital improvement projects at the five wastewater pump stations, two stormwater pump stations, wastewater forcemain and the Calera Creek Water Recycling Plant. Providing a 20-year plan for capital improvements will allow the Wastewater Division to plan projects well into the future and procure outside funding for larger projects when required.

The goals of this roadmap include:
• Strengthening wastewater infrastructure.
• Ensuring resilient operations.
• Advancing energy independence.
• Creating a sustainable plan for wastewater infrastructure needs.

On October 21, 2025, the City advertised a Request for Proposal (RFP) to solicit proposals from engineering design teams (Consultants) to develop updated condition assessments and provide a 20-year project roadmap. Then on December 10, 2025, two consultants proposed on the Project: Woodard and Curran, and Ewers Engineering. The table below summarizes the fee for each consultant.

Proposer Fee
Woodard and Curran $699,142
Ewers Engineering $639,217
As required by California State Public Contract Code, the RFP utilized a qualifications-based selection (QBS) approach to ensure the City selected the most qualified Consultant for this critical Project. Staff reviewed the proposals based on the following criteria:
• Fees and Level of Effort
• Project Understanding and Approach
• Project and Team References
Woodard and Curran’s Proposal is 9% higher than the lowest fee, however, the selection process is not based on the lowest fee alone. Staff concluded that the Woodard & Curran team is the most qualified based on their extensive master plan project experience, their extensive understanding and knowledge of CCWRP, and their proposed methodology and project approach. Staff negotiated the scope and fee with Woodard and Curran further, reducing costs by approximately $75,000 from the original price received.

Moreover, Woodard and Curran provided a team experienced in wastewater infrastructure condition assessments and master planning. Their proposed team has recently worked on similar projects for Union Sanitary District, East Bay Municipal Utility District, and the City of Palo Alto. Team members have performed well on the 2021 Wastewater Collection System Master Plan Update and the UV Disinfection System Replacement Project. These projects included elements which will be critical to the success of the Project, including:
• Wastewater Treatment Plant Master Plans
• Sewer System Master Plans
• Climate Adaptation Planning
Because of the above reasons, City staff ranked Woodard and Curran first and determined that Pacifica City Council 3

they are the most qualified to perform the master planning for Wastewater Division needs.

The following table summarizes the schedule anticipated for the Wastewater Facilities Master Plan Project:

Description Date
Council Approval of Engineering Agreement February 9, 2026 Notice to Proceed March 6, 2026
Condition Assessments Quarter 1 – Quarter 3 - 2026
Sequencing Batch Reactor Analysis Quarter 2 – Quarter 3 - 2026 Final Report and Project Roadmap Quarter 3 – End of 2026 ALTERNATIVE ACTION:

Council may choose not to approve the Master Agreement for Consultant Services and Task Order No. 1; however, this will result in project delays and increase the risk to wastewater infrastructure if projects are not adequately planned for. Staff does not recommend this alternate action.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

Approval of the Annual Purchase Orders is consistent with the following Council adopted Goals:

Stewardship of City Infrastructure, street, and facilities:

The Project will help better plan and prioritize wastewater infrastructure improvements and respond to the impacts of sea level rise over the next 20 years.

FISCAL IMPACT:

The cost of Task Order No. 1 is $699,142. City staff recommends including a 10% contingency to the Task Order for any work due to the complexity of the project. The Source and Use of Funds spreadsheet is shown below.

An additional $113,507 is requested in this staff report, $110,452 from Fund 518 and $3,055 Pacifica City Council 4

from Fund 216.
