Our approach is as follows:
1. Evaluate the condition of structural, mechanical, electrical, piping, HVAC, instrumentation, and safety systems based on the field observations and documentation gathered in Task
4.1. 2. Assess the reliability and operational performance of major equipment using O&M feedback and observed in-field behavior.
3. Estimate remaining useful life and assign condition ratings using standard condition- assessment methodologies.
4. Consolidate all findings into an updated condition assessment documenting observed deficiencies and the current state of each major system
4.3 Update Wastewater Flows and Loads
W&C will develop an estimate of influent flows and loads to develop forecasts for future plant influent characteristics. Our approach is as follows:
1. Obtain and analyze current flow monitoring and influent sample data, update average and peak flow projections, and recalculate organic and solids loading rates.
2. Coordinate with City planning staff to verify development forecasts and update future flows and loading projections.
3. Document findings in graphs and figures.

4.4 Regulatory Review
W&C will examine the current regulatory landscape to identify changes in regulations or permitting requirements that may affect treatment or disposal. Our approach is as follows:
Woodard
& Curran 1. Review regional/state regulatory updates and assess implications for effluent quality and solids management.
2. Identify permitting risks and opportunities.
4.5 Recommended Project Development
In this task, we will use the updated assessment findings from Tasks 4.1 to 4.4, to identify, prioritize, and sequence the improvements the CCWRP will require over the next 20 years. We will translate the observed deficiencies, performance risks, capacity constraints, and regulatory drivers into a structured set of projects that address immediate vulnerabilities in the short term, strengthen system reliability in the medium term, and position the facility for long-term resilience, regulatory readiness, and future operational demands. The resulting recommendations will integrate into a cost-effective and phased implementation schedule with funding insights. Our approach is as follows:
1. Consolidate and prioritize of condition, performance, capacity, and regulatory drivers to define the plant's most critical needs.
2. Recommend projects that address immediate vulnerabilities, improve operational reliability over the medium term, and support long-term regulatory readiness, future flows, and climate/coastal resiliency.
3. Develop staging plans to integrate near-term upgrades with long-term needs and provide capital and O&M cost estimates.
4. Document a structured list of recommended CCWRP projects and implementation timeline for inclusion in the Draft and Final Reports.
Deliverables
• Chapter detailing the alternatives including figures, descriptions and risk/benefit criteria. Draft and Final.
• Cost Estimate, Class 5, with documentation of assumptions. Draft and final TASK 5: SEQUENCING BATCH REACTOR ALTERNATIVES ANALYSIS
5.1 Alternatives Development
W&C will develop alternatives to provide additional wet weather capacity and / or improve energy consumption. It should be noted that the field investigations, document review, and condition assessment tasks listed under Task 4 are inclusive of the same tasks related to the SBR. Our approach is as follows:
1. Assess future improvements suggested in the 2019 SBR Conversion report.
2. Identify other relevant technologies or strategies not previously considered (blower and equipment replacement, process intensification technologies, equalization, and side- stream treatment).
City of Pacifica Wastewater Facilities Master Plan Woodard & Curran, Inc Proposed Scope of Work December 19, 2025
3. Facilitate an internal peer review workshop (STAR) - The alternatives evaluation process under this task will undergo a Senior Technical Advisory Review (STAR) in which a team of senior experts, who are independent from the project team, will review the alternatives Woodard with respect to the implementation and lifecycle issues - including operations, maintenance, and constructability - have been appropriately considered, and that the & Curran
evaluation adequately captures the key considerations.
4. Assess relative costs and pros/cons for each alternative, considering hybrid alternatives to improve flexibility and phasing, life-cycle costing, carbon footprint, energy usage, and resilience assessments, and prepare a Draft Report Chapter/Section for the City's review.
5. Alternatives Presentation Workshop with City Staff - Present the Draft Report Chapter/Section to the City staff to facilitate understanding of the alternatives and evaluation and get the City's preliminary comments and thoughts on the same.
6. Incorporate the City's comments from the workshop and Report Chapter/Section review and issue the final technical memorandum.
7. Document findings in field notes and photos in electronic format.
5.2 Recommended Alternative
W&C will provide a final recommended alternative with an AACE Class 5 opinion of probable construction cost, and preliminary equipment sizing and / drawings as determined by the Alternatives Presentation Workshop. The recommendation will include a cost-effective and phased implementation schedule with funding insights, and shall help advise the City on balancing investment in wet weather capacities vs. I&l improvements in the Collection System.
Deliverables
• Chapter detailing the alternatives including figures, descriptions and risk/benefit criteria. Draft and Final.
TASK 6: FINAL REPORT AND 20-YEAR PROJECT ROADMAP
6.1 Draft and Final Report
Consultant shall assemble the alternatives developed in Tasks 2 - 5 and develop a 20-year project roadmap for CCWRP, Pump Station and Force Main projects with alternatives showing:
• The "status-quo' case.
• An alternative which incorporates relocating facilities as discussed in Tasks 3.3 and
3.5. The triggers for initiating planning and implementation of facility relocation will be clearly identified.
This roadmap will be the basis for the draft and final reports. These reports will include an executive summary and summary of recommendations in the 20-year roadmap. Other elements included in the report shall be determined by the Consultant's approach. Stormwater pump stations will be included in a separate section (i.e., these facilities are not funded by the City's Sewer Enterprise Fund)

Deliverables
• Master Plan including 20-year Roadmap, implementation approach, cost estimate, figures, descriptions and risk/benefit criteria. Draft and Final.
Woodard
& Curran Project Assumptions:
• All Deliverables will be shared electronically and reviewed using Bluebeam PDF comments.
• W&C will develop chapters of the master plan throughout the project tasks and compile those chapters into the Draft and Final Master Plan under Tasks 6. The City will have opportunities to review each chapter, provide comments and accept resolutions. The prepared chapters in each task will have an agreed outline in a TM- style format. This report will be a compiled version of those TMs with an executive summary that briefly summarizes the approach and results in 3-5 pages excluding figures.
The 20-year Roadmap prepared in this task will be compiled from the outcomes of previous task decisions and outcomes. The Roadmap will be a brief 1-3 page narrative and summary table from the TM contents presented in each task. • Workshops will be 1 hour in length held via MS Teams unless otherwise stated. • The team will modify an existing process model in WEST developed by others for the City. This project assumes the model is well calibrated and ready for alternatives assessment with minor modifications when converted to BioWIN. • City is collecting flow and load information as part of other projects; additional data collection and analysis will be needed by W&C and Carollo to support the alternatives. The team will recommend sampling locations and constituents and the City will perform sampling and lab analysis.
• Condition Assessment task at the CCWRP will not include the UV process or Headworks facility (projects are in final startup and design/planning stages respectively).
