Dear Pacifica Planning Commissioners:
I am writing to express my concern regarding the decisions that are being made regarding the property at 650 Cape Breton. It is not clear on the use of this site and the re-zoning and building approval is going to create complete chaos in a family neighborhood. We are a residential neighborhood and cannot withstand the traffic congestion that will be created with building a facility for daily multiple large gatherings and possible multi-family housing units.
There is only a SINGLE POINT OF ENTRY. The additional traffic and use of the residential streets is worrisome for congestion and in the event of any emergencies, would be dangerous for our community.
Neighborhood children play in the streets and the continuous flow of traffic to and from the facility that has only one way to enter would also be unsafe for our neighborhood families.
Approving any use of this space at 650 Cape Breton for large gatherings would be hazardous for our infrastructure and I urge you to please represent Pacifica residents who have expressed concern over the current and future use of this site.
Sincerely,
Gerry Harris

In addition, we have lived on this block at Cape Breton Dr. for 50 years. We enjoyed the corral when it housed horses and had a restaurant. With the departure of the corral, this mega church bought the property and was intending to build a church. They had a gathering one Sunday and it was a mess - cars all over the place and an awful lot of people at the corral. We hoped this wasn't an ongoing gathering., Shortly after the property was purchased by this church, they did some restructuring of the dirt and caused a flood to the home directly outside their gates. It was a mess with neighbors pitching in trying to absorb the water and mud.
I hope this property is not able to rezone for anything other than what it is zoned. Thank you for protecting our neighborhood.

Bob Schulze

Dear Pacifica Planning Commissioners,
I am extremely concerned about any potential changes to the zoning for the property located at 650 Cape Breton Drive. Any zoning changes that would increase the capacity or the amount of travel to this dead-end location would be extremely detrimental to the surrounding community. The narrow residential streets leading to & from this location are already more heavily parked on than when they were originally designed & constructed. The families that live along the path of travel to this location would be put in jeopardy by any increase in vehicle traffic & it would only be a matter of time before a child could be struck by one of the many, many daily visitors or added residents.
The acoustics in the back of Linda Mar Valley carry any sound far and wide and adversely affect residents even blocks away.
How many Pacifica residents are actually members of this very questionable church (cult) with its reputation for influence peddling, strong arm tactics, and lack of integrity.
This is not in any way an asset to the community and would only be disruptive.
I have lived in the neighborhood at Elk Court for the past 39 years and have lived in the Linda Mar Valley since 1965. Please do not choose to compromise the safety, charm, and character of our neighborhood. Our grown children and their children also reside here in Linda Mar Valley.

Dear Commissioners,
I am writing you because I just became aware that there is an item on the agenda to rezone the property at 650 Cape Breton Ave. I don't no what exactly is being requested, however i do not believe that there should be any zoning changes granted. This group purchased this property, a Horse Stable, knowing how it was zoned.
They have been very disingenuous from the beginning providing misleading studies regarding traffic flow and the impact on the Neighborhood with the use by a Church.
Please consider the location of this property which is at the end of a cul-de-sac with only one ingress and egress point. We are already having trouble securing fire insurance in our area, and any zoning changes could be detrimental our property values. I believe they violated previous zoning ordinances with regard to changes made to the facilities, and quite frankly shouldn't be trusted to comply in the future.
One of the reasons I moved to this neighborhood, from the Linda Mar Area 35 years ago, was because of the quiet nature, low traffic area for my Children to play safely.
Now my grandchildren are the ones playing basketball in front of my house and I don't want to worry about a parade of cars coming down my street every weekend.
Please be considerate of our quality of life when making your decision! Sincerely,
Linda & Dennis Fuller

Pacifica Planning Commissioners & City Council Members:
I have many concerns regarding this Public Hearing for 650 Cape Breton Drive.
This site has a problematic history since it was sold, and the new project continues to develop shrouded in confusion and lack of transparency. I worry that this hearing may give a signal that the project is moving ahead, when very little information about what is really being planned is forthcoming.
• Why a zoning change is appropriate without full plans being provided • Certainly grading should not have been allowed – it appears to be a retroactive request?! That is a big red flag that should not be condoned just because it is done.
Many Pacificans are skeptical of this use for the site and this neighborhood, and worried that it will be inched along until it finally achieves unwarranted approval. Perhaps objecting to these steps now would get the details out in the open, pending more complete project plan? Just say “no". (Or, "No, not until a real plan.” )
Please help citizen of this city to understand what is really being proposed, and honor our concerns about the project and the process. Thanks!
Sincerely,

Zoning is a tool used by cities to specify what kind of building can take place in specified areas. Zoning sets the limits of what kind of development can and cannot take place.
Therefore a request for a change in the zoning implies a change in land use. It is reasonable that land owners have an idea about how they want to use their land when applying for a change in zoning by the City.
What kind of game is being played here? Everyone knows that the Church Iglesio ni Cristo has a plan in mind of how they intend to use the land they purchased a few years ago. Pacifica’s Planning Commission and City Council need to know a meaningful amount about those plans. At this point, there is no need for precise and detailed plans, just an idea of what structures may be built, including perhaps the number of residences if residential housing is anticipated.
The particular property is extremely problematical for building residences. As a "blind canyon" there are no exits for vehicles except one small residential road. Furthermore, the risk of fire is arguably higher than anywhere else in the city. When there are natural disasters such as an earthquake or fire, the resulting discussion always includes a post mortem about why the area was NOT appropriate for the kind of structures that were built. This time, Pacifica still has the opportunity to plan wisely and avoid future risk by not changing the existing zoning, certainly not now. Please do the smart thing for the future of Pacifica.

Dear Pacifica Planning Commissioners,
I am concerned with the property that is very close to my home on Oddstad Blvd where I have lived for 25 years. A few years ago I wrote to voice my objections to having a MegaChurch tucked back in valley.
Oddstad is the street that all cars going to or from that location will have to travel. Hundreds of cars must traverse Oddstad to access the MegaChurch at that location. This factor alone should be disqualifying. That property abuts Sweeney Ridge which you must know is part of the Federal Golden Gate National Recreation Area. Please publish the traffic study and environmental impact statement that surely was previously performed.
Personally, as a senior, I am most concerned about air quality and emergency access. When the occasional Bay Area wildfires happen the air in the back of the valley has demonstrably higher air pollution. I had to stay inside and buy 2 air filters the last time.
It is disappointing that I only just now found out about the meeting tomorrow. The planning commission should make better efforts to notify those directly impacted by your decisions. Especially people who previously wrote to the Commission about this topic. I am grateful to my neighbor that informed me about your meeting tomorrow,.This issue should not be and will not be snuck past the residents.
Sincerely,
Michele Feher

[CAUTION: External Email]
Dear Honorable Planning Commissioners,
I am writing to express my deep concern, and that of many of my neighbors, regarding the upcoming public hearing for the property located at 650 Cape Breton. We urge you to research and take note of the property's history of violations, complaints, and problems, which have raised significant red flags. Please exercise extreme caution when making decisions today, considering the likelihood of non-compliance with agreements made.
The decisions you make will have far-reaching consequences, not only for the immediate neighbors but also for the entire community. We are particularly concerned about the potential impacts on future development, flooding, landslides, loss of open space, traffic, noise pollution, wildlife habitats, fire hazards, evacuation routes, and environmental sustainability.
The property's unique location, perched at the back of the valley, makes it prone to landslides and flooding, which could have devastating effects on the surrounding area. Furthermore, the loss of open space and natural habitats would not only harm local wildlife but also diminish the quality of life for residents. Any increased traffic and noise pollution will undoubtedly disrupt the peaceful environment we strive to maintain in our neighborhood.
We are also worried about the potential fire hazards and evacuation challenges posed by the property's location. In the event of an emergency, it is crucial that evacuation routes are safe and accessible. Any development plans must prioritize the safety and well-being of residents and emergency responders.
I want to emphasize that our concerns are not speculative, as surrounding neighbors are familiar with this group's history. We urge you to scrutinize their proposals carefully and consider the longterm consequences of your decisions.
We will be watching the proceedings closely. We look forward to transparency, accountability, and a commitment to responsible development that prioritizes the well-being of our community and the environment. We request that you:
1. Conduct thorough research and analysis of the proposals, including environmental impact assessments and community feedback.
2. Hold the organization accountable for their past actions and ensure that they adhere to all agreements and regulations.
3. Consider the cumulative effects of development on our neighborhood.
4. Prioritize the safety, well-being, and quality of life of residents, including the protection of local wildlife, in your decision-making process.
We appreciate your attention to this matter, and we look forward to a thorough and responsible evaluation of the proposals. We hope that you will take our concerns seriously and make decisions that benefit our community and the environment.
Sincerely,
Anne Raskin

Subject: A Concerned Pacifica Resident Urging Thoughtful Consideration for Iglesia ni Cristo Rezoning Request Date: Monday, August 4, 2025 10:58:08 AM
Importance: High
[CAUTION: External Email]
Dear Planning Commissioner / City Council Member,
My name is Trent Wakenight. I have lived in 'Back of the Valley' for 4+ years. I’m writing to express deep concern regarding the Planning Commission's consideration of the rezoning request submitted by the Iglesia ni Cristo (INC), and to respectfully urge you to take a closer, more critical look at this organization.
While I fully support religious freedom, INC is not simply a church practicing in peace—it has been identified by former members, international media, theologians, and human rights observers as a high-control organization with a disturbing record of abuse. In fact, even a modest amount of online research reveals a troubling pattern of internal secrecy, authoritarian control, and external intimidation.
Unfortunately, the impact is not theoretical—it’s being felt right here in our city.
I live near the INC property on Cape Breton Drive and can confirm that multiple residents have experienced verbal and physical intimidation and aggression from church members. One neighbor had paint thrown on their car. Another was physically assaulted. My home was damaged by the INC’s negligent care for its property; the storm water drain that they plugged with construction materials resulted in $26,000 damage to my home – an “act of god,” INC replied. I have witnessed a church member abuse animals on the property (and I reported this to county authorities). Another neighbor claims to have seen a man being led around the property with a rope around his neck. I have witnessed women on the property being told to alter the length of their dresses and to not wear headphones. One neighbor was told, 'this street is the property of the INC, and you cannot park here.' We’ve been told, “get used it” by church members when expressing concern about traffic flow and meetings. These incidents were not provoked and have left the neighborhood feeling unsafe. Repeated violations of city ordinances, including parking and sound restrictions, and church gatherings every Tuesday and Friday morning have also gone unaddressed. The former deacon here in Pacifica was reported found guilty of embezzlement by the church and deported to the Philippines.
Even more concerning, is the potential for INC to build a mega-church in our small coastal town. This would follow a pattern of investment and behavior seen throughout the Bay Area and in 164 countries. This raises urgent questions about environmental impact, traffic congestion, public safety and emergency response, and the long-term character of our community. Our infrastructure is not equipped to support a project of this scale, especially one that lacks transparency and accountability.
Globally, Iglesia ni Cristo operates more like a corporation than a religious institution. It is officially registered as such and is controlled by a single powerful family, not a board or council. Its founder, Felix Manalo, claimed to be God’s last messenger, and the organization denies the divinity of Christ. In the Philippines, INC enforces bloc voting and is known to exert political pressure and silence critics. Former members have reported harassment, surveillance, and—in extreme cases—disappearances. Social media platforms like Reddit, YouTube, and X (formerly Twitter) are filled with stories from people who have tried to leave the church and faced threats or violence for doing so.
INC's pattern of bribery in communities throughout the world are well-documented.
You might ask – upon visiting the church property here in Pacifica – why it remains hidden behind a six foot tall steel fence, and is protected by spotlights, cameras, and a 24-hour on-premises security guard? And why, when they’ve had events, a team of security people have shown up in matching jackets?
This is not the kind of organization we should be welcoming or enabling through official support. Whatever their message, INC's methods and record are incompatible with the values of safety, inclusion, and civic respect that Pacifica holds dear.
To be clear, my goal is not to attack any individual’s faith, but to protect our city from harm and encourage you to fully understand who and what you’re considering. Please take the time to hear directly from the residents who have been impacted, and review the extensive documentation available on INC’s conduct.
Pacifica deserves thoughtful, transparent leadership. I urge you to reconsider your support for Iglesia ni Cristo, and to prioritize the safety and integrity of our community above all else.
Sincerely,
Trent Wakenight

[CAUTION: External Email]
Dear Pacifica Planning Commissioners,
I am concerned about any decisions to be made regarding this property, especially any rezoning. There is a significant history of problems, violations, complaints and broken agreements. Do you know how the property is currently being used? Is the property zoned (or have permits been issued) for the current uses on the property? Do you know the intended uses for the property?
We need to always be concerned about flooding and landslides on this property, potential traffic and noise that echoes in the back of the valley, disturbing wildlife habitat, fire and limited evacuation routes and the effect on our environment.
Pacifica needs to protect Open Space for all to enjoy now and in the future. This property has a Hillside Preservation District (HPD) overlay for good reasons. Please be careful and take some time to make your decision because what you decide could certainly have a huge impact on Pacifica and its residents now and in the future.
Thank you,
Lori Yap

[CAUTION: External Email]
Dear Pacifica Planning Commissioners,
I am concerned with the property that is very close to my home on Oddstad Blvd where I have lived for 25 years.

Dear Pacifica Planning Commission
Concerning the Public Hearing on Monday August 4, 2025, there are several questions I would appreciate information on:
1. Are there any structures being considered for re-zoning besides the carport in questions. If so, what other structures are involved and what is planned for them.
2. What is the current “limit use of the covered arena to its occupancy classification” and will that be affected by the pending re-zoning question taking place on August 4th.
3. Are there any other pending zoning changes or structural changes for the 650 Cape Breton Drive property now being proposed to the Planning Commission.
Thank you
John Zugar
