Subject: 560 Cape Breton Drive Rezoning
Date: Friday, November 14, 2025 9:00:50 AM
[CAUTION: External Email]
Planning Commissioners
I am very opposed to the rezoning of this property. One of the main problems I see is the property location is at the very back of the valley in Pacifica and there are only 2 streets to get to this site. One way in, one way out. Adding hundreds of cars going to and from this site on our small city streets would have a negative traffic impact for Pacifica and a huge impact for families living on those streets, not to mention the people that actually live on Cape Breton, the one very small street that every car going to this location would be funneled into.
Thank you for your consideration.
Larry DeMartini

Over the past few years I have noticed vehicles not obeying traffic signs or signals. Motorized vehicles that do not require registration or licensing (electric Bikes) on sidewalks traveling at 30 MPH. It is obvious that traffic laws are not enforced. Why would these residential neighborhoods want to add more vehicles to an already dangerous condition! Thank you,

Dear Pacifica Planning Commission.
We as neighbors object to the zoning of this property. There have been continuous complaints about violations and problems over the use of this property.
The way this property was intended to be used is not transparent and we have serious concerns for the future use of the property and how it would impact our neighborhood.
I urge you as fellow Pacificans not to vote to allow the rezoning of this property and take into account the overwhelming concerns of the community living around this site and how it would impact our lives and neighborhoods on a daily basis.

Please do not grant/ allow further development and / or significant events for the INC Church.
They've already gone around the permit process and have apparently not submitted any publicly available plans.
The increased traffic and parking issues in addition to the effects of bussed in crowds on a small neighborhood has already stressed the homeowners there and should not be allowed to continue. It infringes on their rights of quiet enjoyment.

In addition, we have lived on Cape Breton Drive for 50 years and in Pacifica for 53 years. This is a quiet neighborhood that once enjoyed the corral with horses, restaurant and snacks our children used to enjoy.
This is not an area for a church with multiple congregation members, none of which probably live in Pacifica.
I know St. Peter Church, St. Andrew Church, St. Edmund Church, Good Shepherd Church, etc. are located in residential areas, but they all have plenty of parking for their congregation. The property at 650 Cape Breton Drive does not have enough parking to accommodate their large group of members.
Case in point, a few years ago, on a Sunday afternoon, they had a congregational meeting at their Cape Breton location, and it was a zoo. Cars all over the place, not only on Cape Breton Dr., but on the surrounding streets of Glacier, Rainier and St. Lawrence.
This is not a location for a huge church, and I hope you continue to reject the rezoning of this property.
Thank you,

[CAUTION: External Email]
Dear Pacifica Planning Commissioners,
I am writing to express my deep concern about the proposed rezoning and future use of the property at 650 Cape Breton Drive.
Our neighborhood already faces serious limitations in terms of traffic flow and emergency access. There is only one way in and out of the area, and any additional congestion could create dangerous conditions. In the event of an emergency, such as a wildfire, medical crisis, or evacuation, residents could easily become trapped. This is not a hypothetical risk but a genuine safety issue for everyone who lives here.
We have voiced these concerns repeatedly, yet it often feels as though our neighborhood’s safety worries fall on deaf ears. The potential for unknown additional traffic from future use of this property would only worsen an already fragile situation, putting both residents and first responders at risk.
I strongly urge the Commission to listen to the community and reject the rezoning of 650 Cape Breton Drive until there is a transparent plan that ensures the safety and accessibility of all residents.
Sincerely,
Kara and Stephen Thompson

Dear Planning Commissioner,
(Samantha Hauser, Lauren Berman, Marjory Davis, Daniella Devine, Alex Ferguson, James Godwin, Chris Redfield, and Pacifica City Council).
We have lived and raised our family at 859 Cape Breton Dr for over 50-years. My grown kids have gone to our Pacifica Schools.
Cape Breton is a narrow residential street, especially when residence rightfully park on both sides of the street. Currently, we have several young families with small children, which ride bikes and play on the surrounding streets. An increase of traffic flow on Cape Breton Dr. will develop a potential hazard not just for the children but for the community as well.
Please reject Rezoning the Property at 650 Cape Breton Dr. (Formerly called "The Stables"). The History of problems, violations and complaints are very alarming. It is very difficult to decern the uses for this site and how your vote could influence the future use of this property. I hope you will represent the Many Pacifica Residents who have been expressing their concerns for some time regarding the current and future use of this site.
Another concern is the environmental impact in the area and an increase of potential Fire Dangers due to the influx of large numbers of people attending services multiple days a week.
As the Operations Director of Jefferson High School District (retired), I have firsthand experience that this organization says one thing and does the opposite. Their trust factor is not consistent.
Please Reject the Rezoning of the "Stables".
Sincerely,
John & Toni Schultz

Subject: Reject 650 Cape Breton Dr Rezoning – Unsafe, Non-Compliant, and Incompatible with Park Pacifica Date: Wednesday, November 12, 2025 1:19:37 PM
[CAUTION: External Email]
Dear Planning Commissioners,
I STRONGLY urge the Commission to DENY the rezoning and conditional-use request for 650 Cape Breton Drive.
The proposed conversion of a rural-zoned equestrian parcel into a high-capacity religious assembly is incompatible with the city’s General Plan, unsafe under current infrastructure, and procedurally deficient under CEQA.
It is painfully obvious that this application is not about fixing a minor grading violation—it’s a calculated attempt to use bureaucratic loopholes to secure a toehold for a high-intensity institutional project. The pattern is transparent, the intent is not subtle, and the city should treat it as an abuse of process, not a planning request. Approving this would signal that Pacifica’s zoning can be gamed by persistence rather than compliance.
1. Zoning and Compatibility
The site lies within a low-impact open-space/equestrian district. Its conversion into a regional facility constitutes an intensification of use inconsistent with the zone’s purpose and with the General Plan’s hillside protection policy.
2. Public Safety and Infrastructure
Cape Breton Drive and adjacent roads lack width, shoulders, and adequate turning radii for emergency access.
Documented overflow parking from current gatherings already impedes fire and ambulance vehicles. These conditions violate the intent of CalFire and local egress standards.
3. Traffic, Noise, and Lighting
Attendance volumes far exceed the temporary permit’s 150-person limit. Weekend events have produced sustained congestion, glare, and amplified sound in a residential basin designed for minimal through-traffic.
4. Procedural Deficiencies
The applicant has pursued segmented permitting—repairs, occupancy, events—rather than a comprehensive environmental review. CEQA prohibits such piecemeal analysis; cumulative impacts must be evaluated in a single action.
5. Environmental and Drainage Risks
Expanding impervious surfaces for parking will alter runoff and slope stability. No hydrology study has been submitted, despite the parcel’s adjacency to protected watershed.
6. Pattern and Precedent
In other jurisdictions, including Cleveland, OH and Maui, HI, Iglesia Ni Cristo facilities were approved under similar conditions and subsequently cited for code violations and community impacts. Pacifica should not replicate those precedents.
7. Economic and Community Impact
Property values in Park Pacifica depend on predictable traffic, quiet use, and scenic continuity. Allowing an institutional footprint of this scale will materially reduce neighboring home values and permanently alter community character.
8. Misuse of Religious Protections
As a devout Christian, I find it troubling that religious-use exemptions are being invoked to override neutral zoning and safety laws. Religious liberty protects worship, not the circumvention of civic responsibility.
9. Final Point
Once institutional status is granted, federal RLUIPA protections make reversal nearly impossible. The prudent course—the only defensible one—is total denial now before irreversible precedent is set.
Respectfully,
Dominic Paulson

Honorable Commissioners,
I am strongly opposed to any rezonding at 650 Cape Breton. INC has not been forthcoming with their intentions and it is unclear what the use for the property is.

Dear Commissioners,
I want to express my concern regarding the hearing on tonights calendar for 650 Cape Breton Drive.
The residents have submitted a proposal to change the use from the current zoning and permitted use. From the last review of the permit documents, they were INCOMPLETE and a hearing would resume upon completion. Why is there a hearing? The residents have not been able to obtain information that would answer this question.
The permit was not consistent with the facts made public by the owner: upon it’s sale as an equestrian center, the 650 Cape Breton Drive immediately began operating as a church and is currently operating as the headquarters for Iglesia Ni Cristo, Ecclesiastical District of Bay Area California.
I trust you are all aware of the Code Enforcement violations and ongoing disturbances (church services, traffic jams, yelling, lighting systems, audio systems, animals, harassment to name a few.)
The permit appears to request the City of Pacifica to legally acknowledge single family residence status and to permit retroactively the illegal grading work. This grading work was obviously part of their site plan since it was consistently used as a covered carport once they removed the arena materials. Since the applicant has not provided a site plan, why is the city entertaining a retroactive permit. The owner should answer the question in the permit application: why did they remove the arena material - what will the arena be used for? Parking? Church services youth programs? We have observed some of these uses already.
There are new housing laws designed to fast track housing due to the local need.
However, it is my understanding that these non-permitted structures that have been the source of Code Enforcement complaints do not meet the criteria for legalization because they were constructed and modified after January 2020.
Therefore wouldn’t these dwellings be subject to the normal processes of site plans and development standards for zoning and conformity to the building and municipal codes and require a rezone to be able to permit them? The owner knowingly purchased a property with a specific zoning and use designation. The City of Pacifica should demand a COMPLETE permit application that includes (and discloses) the full use of the property. There should be a site specific plan, with environmental studies. None of the structures should be permitted or receive any designations until a site specific plan is presented that mirrors the intended use (as publicized by the church across their various social media pages and their main website.)
Any purpose aside from its current zoning and use should NOT be categorically exempt from CEQA. There are a number of reasons this is not categorically exempt. The most obvious being how land disturbance is a serious concern in Pacifica. According to the Oakland Museum of California’s historical documents, this property is wholly a part of the greater San Pedro Creek Watershed. As we know from past experience, development and land disturbance forces water to take new pathways. What better example of this was the non-permitted grading performed by church work parties that resulted in flooding of the neighborhood and damage to the adjoining residential home. To suggest this could be exempt from CEQA is without merit.
Multiple residents reviewed the application packet submitted by the owner of Cape Breton and the response from the City. Where is the complete geotechnical report or the letter that was required? Where is the site specific plan? Where is their business license?
Please deny a retroactive grading permit, require the applicant to satisfy the requirements by the City to ensure another flood or landslide does not occur, and require them to submit a complete site plan so the city can fairly evaluate any proposals for the property’s future use.
Warmly, Erin Macias

Dear Pacifica Planning Commissioners,
We understand that the owners applied for rezoning of the property listed above. We live around the corner from said property and are concerned with the owners intended use of this site. There is only one way in and out of the cul de sac (besides being at the northern dead end of Oddstad Blvd) in which the property is located and already presents an issue for fire trucks to enter if an emergency is needed; and not to mention the future traffic of more occupants/units that would occur with rezoning. PLEASE GIVE CONSIDERATION TO THE MANY PACIFICANS WHO ARE CONCERNED ABOUT THE FUTURE USE OF THIS PROPERTY.
Sincerely, Fran and Ed Quartini

Dear Pacifica Planning Commissioners,
I am writing to ask you to reject the rezoning of this property. There is a history of problems, violations and complaints that will only grow. This property and neighborhood infrastructure cannot withstand the heavy traffic it would bring and is a safety concern in the event of an emergency (earthquake/fire), in and out of town. The property and residential neighborhood is not meant to support a site with heavy traffic and noise and our town does not need the uncertainty it would bring to the neighborhood and residents of Pacifica. I urge you to represent all of Pacifica and its residents who have expressed concerns regarding the use of this site.
Thank you for your vote to reject plans for this property.
Thank you

[CAUTION: External Email]
Dear Council Members:
I urge you to reject any rezoning at 650 Cape Breton. Any new development back in that special area is out of character for a subdivision and would potentially endanger the entire Oddstad corridor should there be a fire, earthquake or other emergency requiring an evacuation.
The current owners have not operated in good faith and as I understand it have committed illegal improvements in the past, without proper permits or City approval. Why grant anything to new owners that come into our town and disrespect our rules? Additionally, as you know, they have not been good neighbors and have put up No Trespassing signs, conducted services on off hours, had deliveries at late at night and overall have been offensive to the neighborhood. Is this the type of organization we want to promote and expand? Why wouldn’t they open their premises to the town and welcome folks in to see what they are about? But their actions have been the opposite — hiding and secretive services and lying about it!
I urge you to oppose any grace to this organization who has snubbed Pacifica, its laws and its neighbors.
Sincerely,
Debra Etienne

I am very opposed to the rezoning of this property. One of the main problems I see is the property location is at the very back of the valley in Pacifica and there are only 2 streets to get to this site. One way in, one way out. Adding hundreds of cars going to and from this site on our small city streets would have a negative traffic impact for Pacifica and a huge impact for families living on those streets, not to mention the people that actually live on Cape Breton, the one very small street that every car going to this location would be funneled into.
Thank you for your consideration.

> Please reject the re-zoning of the 650 Cape Breton Drive property. > We bought our home at 871 Cape Breton Drive in 1983. Not many cars parked on the street then. As the years went by, the kids in the neighborhood grew up and so naturally an increase in cars. One year, I believe it was 1989, there was a fire on our street. It was actually a fire behind one house on the hill side of the street. Difficult to get to for the firefighters. Soon there were firefighters from far and wide all trying to contain it. All parked up at the end of Oddstad, some up Cape Breton Court and most on our street Cape Breton Drive. Exciting to see, but also scary.
There was no way to get out quickly if things went wrong…(Sidebar- We had a CPR class taught by a Pacifica firefighter, who told me he was there and that Cape Breton was the furthest away from the highway and egress was not good…) This always stayed in the back of my mind. No quick way out. When the church purchased the land and had services there, it was a mass exit when the service was over. I don’t want to think about what could happen if there are multiple houses/families trying to get out of the back of the valley at once. My main concern is too much traffic for the 3 dead ends. Too much traffic for quick egress. The more housing, the worse it will be. > I know I’m not the only one concerned as there have been multiple complaints and concerns. PLEASE take a DETAILED LOOK at the future plans for this property. Take into consideration the potential impact it could bring. >

Dear Pacifica Planning Commissioners,
The Applicant performed illegal grading on the property in March of 2021. It is now over 4 YEARS LATER and a convoluted proposal is being presented to you in order for the applicant to obtain a retroactive grading permit.
The contaminated soil was already removed from the arena and placed in various locations on the property. The soil that was removed absolutely needs to be properly secured on the property and should have already been done so after 4 years!
Obtaining a retro-active grading permit cannot undo what has already been done. However, trying to find a way for the applicant to obtain a retro-active grading permit has led us to this convoluted proposal. So why don’t we consider removing the retro-active grading permit requirement? Then, no rezoning will be necessary, no carport, and no changes to the property.
The proposal rewards the applicant for their illegal actions and undermines the public desire to keep the current zoning on the property. This would be an absolutely ridiculous outcome if this proposal is approved.
The applicant needs to submit a complete application to the City disclosing their planned usage for the entirety of the property. Piecemeal applications like the one before you do not serve the public or the City because no one can get a true picture of the overall plan for the property and render a knowledgeable assessment if the overall project would be feasible or appropriate on this site.
It is easy to get caught up in trying to understand this proposal and forget that future plans for this property have been in the works since it was purchased 5 YEARS AGO. Let’s remember, the applicant already performed illegal grading, so obviously they had a plan when they performed that grading. The applicant had applied for a Temporary Use Permit to have services 6 days a week with up to 150 people 2 times a day, so they had a plan. The applicant hired professionals to perform a Traffic Study, so they had a plan. The applicant has held various events on the property, including one with hundreds of cars and people, so they had a plan. The applicant has demonstrated that they have plans for the property! We shouldn’t feel pressured into approving this proposal without knowing the full scope of the future plans for this property. I keep hearing that this proposal is just for this or just for that, but the issue is, we shouldn’t be making major changes to the property zoning without any idea of what the future plans and usage will be on the site. Let’s get a complete application with the planned usage for the entire site first, instead of rezoning the property to help the applicant obtain a retro-active grading permit that can’t even undo the grading that’s already been done. Approving this proposal, including Rezoning, Development Plan, and Specific Plan may lead to unforeseen consequences for the City and the public.
Respectfully submitted,

Good day, Planning Commissioners
This document is being sent to you, as confirmation that I am in agreement with the conditions noted in the separate document, sent earlier, below.
In addition, I am including my own concerns as a 40 year resident in the Pacifica Back Of The Valley neighborhood, which includes Cape Breton--as the entrance to the property in this discussion.
-- It was only a few years ago that a group representing the Iglesia Ni Cristo Church explained their very plans for development of this former horse riding stable. One particularly disturbing aspect of the discussion was the acknowledgement by "The Church" that as many as 150 carloads a day of visiting parishioners would likely be traveling in each direction--in and out, through our BOV neighborhood to church every Sunday as well as additional trips for "special events." The most likely--most direct travel route for churchgoers from outside the neighborhood would be: HWY 1 South to Fassler; West to Terra Nova; East on Oddstadt; South on Cape Breton. It has recently been mentioned that there may be two church sessions --- 500 cars-- per day on weekends.
Planning Commissioners: Please understand how badly the approval of this project affects the quiet neighborhoods that we have chosen to reside in for many years. Also consider the air quality effects that this increase in auto traffic is likely to cause.
Commissioners thank you for your attention to this matter.
Best,
Mark

[CAUTION: External Email]
Hello,
I was just reading about the proposed church in the BOV at the former Stables. I know I’m not alone when I share my concerns regarding a cult being so closely situated among homes. Homes of people whom have resided in Pacifica for a couple of generations. And at the end of a dead end street??? I can’t imagine having my quiet, community oriented street, that once held the sounds of horses and laughter, being turned into a thoroughfare for a group of cult members. In the picture I recently saw, there were approximately 100 cars in view, that were parked on the property. I can only assume that those cars belong to people who have been illegally attending services since the property was purchased by the INC “church”. Since churches are exempt from paying taxes, that means that they are not contributing to our infrastructure. From what I understand, they are holding their services 7 days a week. Let’s just assume for a minute that only 80 of those cars are traveling to and from those services every day. That’s at least 160 cars, per day, traveling on our roads, contributing to the wear and tear that accumulates after some time. That’s 1,120 cars per week. Cars that don’t pay anything towards the repairs to our roads here. Not to mention the residents of that once quiet street are forced to hear the services that go on every day, which I have heard are quite loud. This church also has a very shady reputation, it would seem. I don’t live on that street, and I’m so thankful for that! If the church is able to obtain permits to change the zoning, it will RUIN that street. Hell, it already has! Something must be done to put a stop to all of the traffic going in and out of that property, and to stop the late night services they are having. It’s blatant disregard for neighbors that live close by. And if you approve what they’re asking for, it would be blatant disregard on your part too. What a sad day that would be…for the powers that be, to openly decide to disregard the wishes of the majority of the residents who reside in the city they are paid to represent.
Thank you,
Danielle Lanthier

Subject: Planning Commission, Nov 17, Agenda Item 2, 650 Cape Breton Drive -- NO to rezoning Date: Monday, November 17, 2025 9:49:01 AM
[CAUTION: External Email]
Dear Chair and Members of the Planning Commission,
With tonight’s public hearing on the continuing saga of 650 Cape Breton Drive, I hope that you will continue to challenge the pretzel logic that has brought us here – that to resolve a grading violation a rezoning of these two parcels is required.
The property was purchased with R-1 single family residential, C-R Commercial Residential, with a HPD Hillside Preservation District Overlay. It defies logic to offer an after-the-fact grading permit with a change in zoning that could in the future award the current property owners for the grading violation they committed.
The staff report indicates, in response to the Commissions questions in August:
·There is no public record of easements. Where is the discussion of historic use that provided access to the hillsides prior to the fencing being installed around the property? Staff provides no discussion of a prescriptive easement that based on past testimony should be incorporated into the analysis.
·You are being asked to endorse a finding (staff report page 7, c) that “…the existing single-family residential use on the subject site will be consistent with existing developed area on and around the project site; would not be detrimental to any potential future development surrounding the site; and would not be detrimental to the present or potential surrounding uses and would have a beneficial effect on the same which would not be achieved through other zoning districts.
There is no relevant discussion though as to how a Planned Development designation versus the existing Open Space/Agricultural/Residential and R-1-C-R HPD Overlay other than to award the violator with a retroactive grading permit.
The full intention of the current zoning doesn’t reflect only one the one existing residential unit on the property, but on the historic property that provided decades of commercial recreation and access to the adjacent hillside. Open Space and Recreational opportunities keep being whittled away in Pacifica, though the community has strongly voiced its support for retaining historic designations.
Reject Rezoning of this property.
Regardless of tonight's conclusion – though I encourage you to deny this change – please also schedule a future discussion topic as to other means to resolve issues like this, so as to not to award future code violations.
Thank you for your service to the community.
Sincerely,
Cindy Abbott

We have lived in the Cape Breton Drive neighborhood for over 35 years and value its secluded character. By being back in the valley, it offers more privacy and quiet than other more trafficked or commercial areas. We oppose a development in this neighborhood that would encourage an influx of cars, increasing congestion and changing its complexion. We do not feel the owner of this property has exhibited any consideration for our neighborhood and has not been forthcoming with their ultimate plans for the site. As a life long resident of Pacifica who resides in the back of the valley two blocks from the stables, I am opposed to the reasoning that would allow the church to have events at that location.
The times they have, permitted and unpermitted, it has caused traffic congestion to the point of being dangerous. The roads were not designed to accommodate the amount of participants their events hold. The noise level due to that many participants was also an issue. The members of this congregation do not respect the land or its neighbors. Interactions with their “security guards” have been less than friendly.
I would ask that you keep the residents of the Pacifica community’s best interest at heart when making this decision.

Honorable Planning Commissioners,
I just tried to access the online Agenda and attachments for tonight's meeting, and the hyperlinks are broken -- all I get is a "Document Not Found" error message.
As I'm sure you are aware, there is a lot of concern among the neighbors about the proposed re-zoning which will apparently take it out of R-1 and C-R classification and make it PD/HPD. While I understand re-zoning to P-D is required by the HPD Ordinance, there is justified concern that taking it out of R-1 will open the door for future rezoning to a use that is not currently allowed or consistent with the General Plan.
The history of complaints, nuisances and infractions at this site makes it imperative that the city exercise oversight and insert whatever provisions are necessary to ensure that the underlying residential use will remain the only allowed use. Thank you.

Dear City Council Members and Planning Commissioners:
To begin: As a linda Mar and later Park Pacifica resident of more than 60 years I will take this opportunity to thank you for your service to our community. I am fully aware of how much time each of you has to spend to research and educate yourself on the many issues that come before you.
I have a family member who lives on that Cape Breton corridor and last time this property was used for church services a few years ago the traffic was horrific on that small street in the very back of Park Pacifica. No children able to play outside on the week-end and heavy traffic noises waking sleeping babies. If I visited my daughter on Sunday I could find no place to park except in her driveway, if I was lucky. I personally live on Everglades and noticed an uptick in traffic on my street as well since it leads from Terra Nova Blvd. to Oddstad Blvd. and thence to Cape Breton and is normally fairly busy enough during the commute.
I am writing to implore you to Reject Rezoning of this property. It is my hope that you will represent your fellow Pacificans whose homes are on this quiet little street far from our beautiful beaches and closer to our other sources of natures beauty. Allow them the opportunity to enjoy their week-ends outside with their families and neighbors.
I am trusting you to consider the concerns of your neighbors, and thank you for taking the time to read my letter.
Sincerely, Carol Luhrs

[CAUTION: External Email]
Dear Planning Commissioners,
I thought you might be interested in the emails below from the City Senior Planner, since it is regarding the upcoming Public Hearing on November 17 regarding the 650 Cape Breton property. Of particular note, review the content of the 11/14/2025 email regarding OSAR and single-family residential use. Please note the dates/times of the emails sent to me. This is the only contact I have had with the City since I went to City Hall during counter hours on 11/04/2025. It is very frustrating trying to get questions answered and view the documents requested. It feels like I am being strung along. I made contact on 11/04/2025 and did not get anything of substance until 10 days later (today!) after being told I would get a phone call the next day. I never received that phone call. Instead, I was emailed stating that there would be a "follow up" to coordinate a time and date that works for me. That follow up never took place. It is now Friday and the Public Hearing is Monday! Is civic engagement and participation in our democracy being thwarted, delayed or suppressed? 10/31/2025: Received a Notice of Public Hearing letter for the 650 Cape Breton property containing the same wording as the August 4 notice of public hearing letter.
(Before the last hearing, I was informed by the City that I would need to come to City Hall to view plans because of SB1214.)
11/04/2025 @ 3:10pm:
During counter hours, I went to City Hall and I was able to speak with the City Senior Planner (James Lin) while standing in the Lobby. After 10-15 minutes, he said he had an important meeting. I said I understood as I didn't know how this process worked and I could come back tomorrow during counter hours to view documents. He was not sure of his schedule for tomorrow and would call me in the morning. I made it clear that I could come back tomorrow anytime because they have all day counter hours on Wednesday. We confirmed he had my phone number and would call me in the morning.
11/05/2025 @ 8:50am:Received an email from James Lin (see below) - no phone call. Not sure why he mentioned that Samantha was out of the office in this email.
To date, there has been no follow up to coordinate a time and date that works for me as stated in the email.
11/12/2025 @ 7:38pm:A week later, 2nd email from James Lin (see below). No response the next day as indicated in the email.
11/14/2025 @ 3:51pm:Received this email today. It's the weekend and the hearing is on Monday!
(The information in this email may be helpful to you, but the questions were not posed this way. I asked about the 4/8/2024 letter from Murdock stating why the application was incomplete at that time and where the answers were to some of those items. (This was also in my public comments at the Aug. 4 public hearing. I will be sending you that letter to review along with my questions again.) Here is what I found out during counter hours on 11/04/2025:
• City Staff will be submitting the "same proposal" that was submitted at the Aug. 4 Public Hearing.
(The Planning Commissioners did not approve that proposal on Aug. 4) • The Senior Planner said he would try to better explain the same proposal. • No new information/documents have been submitted by the applicant. • Nothing new from the applicant!
• The City Staff Report will answer questions asked by the Planning Commissioners at the Aug. 4 hearing. (This will be the only "new" information presented.) • The City is still working on the Staff Report with the answers to the Planning Commissioners questions, so we cannot see this information. (Probably would not be able to see this information until the agenda packet is posted on the website.
Hopefully, all of your questions will be answered!)
For the past 2 weeks, I have been working on reviewing the August 4 Agenda Packet again, since there is no new information to be presented except answers to your questions. I will forward you my consolidated work with questions along with the corresponding attachments and the current Packet Pg # in the November 17 Agenda Packet. Hopefully, this will assist you in reviewing the Agenda Packet again. I don't know how you review so many pages in such a short period of time.
You are amazing!
Thank you for your service!!!

Good afternoon Lori,
The packet publishing did occur yesterday. Here is the link for your convenience.
In addition, here are the responses from our conversation last week:
You had raised questions regarding the OSAR (Open Space/Agricultural/Residential) General Plan land use designation and how it may apply in the future to uses other than single-family residential.
The proposal for a single-family residential use is consistent with the current OSAR land use designation. Any use not specified or listed in the development plan as a permitted or approved use would require an amendment to the Development Plan, which is a discretionary permit process requiring Planning Commission recommendation and City Council approval.
You had also expressed concerns about the proposal for single-family use, given that there are two existing single-family residences and questions about whether those buildings have been or will be used as single-family residences if the application is approved. Additionally, you noted that it is unclear how all of the existing accessory structures and buildings on the site could be considered part of a “single-family residential use,” given that they were previously utilized by the former owner for equestrian or agricultural recreation purposes.
The Development Plan proposes single-family residential use as an allowable use and does not specify the density or number of permitted units. The application would allow for the continued single-family residential uses of the site. If approved, any uses of the existing buildings and structures on site not related to single-family residential use, or those typically associated with single-family residential use, would be prohibited.
Please let me know if you additional questions.
Best,

My comfort and well being, as well as that of my neighbors is very important to me. I don't want our right to enjoy our quiet street turned into a noisy street with no parking for our own vehicles. With all due respect, a church does not belong in the middle of residential properties.

Thank you for your vote to reject plans for this property.

Dear Pacifica Planning Commissioners, et al,
I am writing to express my complete objection to the option of rezoning of this INC church property at 650 Cape Breton Drive to something more liberal and expansive.
I am on written record with the City as being against the presence and activities of the INC organization on the unique and tranquil Park Pacifica site at 650 Cape Breton Drive. They already have a few other such owned properties/activities on the northern Peninsula, not very far from here. How much is enough?
I have lived on Cape Breton Drive for 52 years. Already, there are now multiple sources of new pressure on the fabric of this quiet, traditional neighborhood. These include: the trend of corporate ownership of multiple (many) houses (See CBS "60 Minutes" segment on this topic) - owning, in some cases, even whole neighborhoods; "Work from home" activities that add to an ambient "headcount" increase all around, and thus, more cars parked on the streets (and more speeding as well as other constant traffic scofflaw violations of traffic laws; AirBnB rental activities; grown children returning home to live with parents again because of increasing TECH work layoffs locally & regionally; general housing shortages everywhere along with high cost of rents that impede the ability of young people to afford their own first apartments and going back home to mom & dad.
To the aforementioned dynamic mix, now add somewhat "mysterious", generally unknown activities and future plans of the local INC church. The place seems like a guarded fortress. Large trucks are seen going to and from the site at all hours. The church management does not appear to have any (meaningful) liaison with the immediate neighbors, and unknown levels of contact with the City. I NEVER hear a thing from them. What have they been doing since they purchased this property? What is going on up there now?? What are the future intentions of the church ownership for this site?
Please be responsive to those Pacificans in the far "BOV" area (Cape Breton Dr./Oddstad Blvd. etc. continuum) of Park Pacifica who are the most affected by the presence of this organization in our beautiful neighborhood, and the stress & uncertainty it causes.
Thank you!
F. Michael Casey

There was no was to get out quickly if things went wrong…(Sidebar- We had a CPR class taught by a Pacifica firefighter, who told me he was there and that Cape Breton was the furthest away from the highway and egress was not good…) This always stayed in the back of my mind.

The City of Pacifica's behaviors concerning this property are puzzling and concerning. A government of, by, for The People means the Public at large is able to be actively engaged and honored. Their engagement in crafting their local Communities should be protected by Electeds, Appointeds and Staff.
650 Cape Breton has always been a special interest area in our Community. It is very troubling when any re-zoning or major developments are not made well known to the Community at large and in a timely manner.
It gives a message that our local citizens have no rights at all to craft our own Community.
City Council also has discretionary powers for a reason, to protect the LOCAL Public welbeing and Public engagement.
