I respectfully urge you to reject the proposed rezoning of the Cape Breton Church property in Pacifica. The site’s troubling history of violations, complaints, and unclear operational intentions raises serious concerns about its future use and impact on the surrounding community.
It remains difficult to determine the intended purpose for this property, and any zoning changes could inadvertently enable uses that are incompatible with the character and wellbeing of our neighborhoods. I ask that you consider the voices of numerous Pacifica residents who have consistently expressed apprehension about both current activities and potential developments at this location.

I'd like to submit a public comment for the meeting tonight. There seem to be unanswered questions about the INC church.
Are there traffic plans to mitigate an already very busy area on a weekend? Why won’t the church say what their plans are for the property? Why Pacifica? Is there a large population of people attending this church that live in Pacifica?
The town needs good restaurants, family recreation, and local businesses--not mega churches.

Unfortunately I am unavailable to attend the meeting tonight 11/17/25 regarding the old stabes property on Cape Breton Drive. From what I have read the owners of this property have not followed the laws regarding permits and have made some changes on the land and are trying to aquire permit to rezone the property to be able to have large gatherings.
As a property owner in the back of the valley I feel this is not the location for such gatherings. The location tucked away in the back where there is limited access for emergency vehicles and the increase in traffic to a residential area are reasons of concern.
I hope the Planning Commission stays true to the existing home owners and residents of this area and declines any rezoning or inquires that will forever change the neighborhood in a very detrimental way.

Dear Pacifica Planning Commissioners,
Since you are meeting again on the issue of the 650 Cape Brenton property I want to reiterate my concerns about it.
I am concerned that the property that is very close to my home on where I have lived for 25 years. A few years ago I first wrote to voice my objections to having a MegaChurch tucked back in valley. I also wrote in August. I have never been officially notified of these hearings despite living only blocks away from the property and will be directly affected by your decision on this issue.
Oddstad is the street that all cars going to or from that location will have to travel. Hundreds of cars must traverse Oddstad to access the MegaChurch at that location. This factor alone should be disqualifying. That property abuts Sweeney Ridge which you must know is part of the Federal Golden Gate National Recreation Area. Please publish the traffic study and environmental impact statement that surely was previously performed.
Personally, as a senior, I am most concerned about air quality and emergency access. When the occasional Bay Area wildfires happen the air in the back of the valley has demonstrably higher air pollution. I had to stay inside and buy 2 air filters the last time.

Dear Planning Commission,
As concerned local citizen, taxpayer and voter - I believe that you should reject any rezoning of that property. It is clear from a public examination of the property violations and complaints, added to the significantly controversial actions of the principals involved in that organization - that you would be opening Pandora's box by allowing any variance to the current use.
It is highly likely that group has a long term plan to alter the historical, allowed, and currently appropriate use of that land. Which would be to the detriment of all the citizens now living nearby, who are simply living with their "implied covenant of quiet enjoyment" - Free from unreasonable disturbances, nuisances, and interference from neighbors or other tenants.
