AMENDMENT TO MEMORANDUM OF UNDERSTANDING
BETWEEN CITY OF PACIFICA
AND
PACIFICA POLICE OFFICERS ASSOCIATION
This Amendment to the Memorandum of Understanding Between City of Pacifica and Pacifica Police Officers Association, dated July 1, 2025 to June 30, 2028, is entered into by and between the City of Pacifica (“City”) and the Pacifica Police Officers Association (“Association”).
WHEREAS, in order to best ensure compliance with reporting requirements of the California Public Employees’ Pension System (“CalPERS”) and the Public Employees’ Retirement Law (“PERL”), the parties desire to make clarifying edits to prior Memorandum of Understandings (“MOUs”) between the City and the Association as to certain provisions regarding longevity-based compensation;
WHEREAS, the parties intend and agree that such clarifying edits do not materially alter the longevity-based compensation provided to Association members under the prior MOUs; and NOW THEREFORE, the parties hereto agree as follows:
Section 6.1 of the MOU between City and Association, dated July 1, 2007 to June 30, 2010, is modified, in part, as follows:
Delete the following language:
“Members of the PPOA who have served as Pacifica Police Officers or Public Safety Dispatchers for five or more years will receive a four percent (4%) salary increase on their anniversary date.
Effective January 1, 2006, individuals with five or more years of service will receive a five percent (5%) salary increase on their anniversary date. Individuals having served ten years or more will receive a two percent (2%) salary increase on their anniversary date, and individuals having served 15 years or more will receive a two percent (2%) salary increase on their anniversary date.” To be replaced with the following language:
“Effective January 1, 2006, individuals who have served as Pacifica Police Officers or Public Safety Dispatchers who serve as a sworn member of the Department for longer than five years shall receive additional compensation in the form of longevity pay according to the following schedule:
Following completion of five (5) years of service, an increase of 5% above base salary;
4903-5179-6608 v3
Following completion of ten (10) years of service, an additional increase of 2% above base salary;
Following completion of fifteen (15) years of service, an additional increase of 2% above base salary.
Longevity pay is compounded such that “base salary” means the employee’s hourly rate of pay pursuant to the publicly available pay schedule plus any lower tier longevity pay increase(s). For example, longevity pay for an employee with 12 years of service at a hourly rate of $30 per hour is calculated as follows:
$30.00 x 0.05 = $1.50/hr
+ $31.50 x 0.02 = $0.63/hr
Longevity pay = $2.13/hr
Longevity pay is earned on a continuous and ongoing basis as hours worked, paid out with each pay period, and reported to CalPERS as special compensation.” Section 6.1 of the MOU between City and Association, dated July 1, 2010 to June 30, 2012, is modified, in part, as follows:
Delete the following language:
“Salary schedules for unit members hired on or before June 30, 2010, including increments applicable after completion of five (5) years, ten (10) years and fifteen (15) years of service, are set forth at ATTACHMENT 1, SECTION A. Salary schedules for unit members hired on or after July 1, 2010 are set forth at ATTACHMENT 1, section B.
