Appointments to the Planning Commission; Parks, Beaches and Recreation Commission; Beautification Advisory Committee; and Open Space and Parkland Advisory Committee (30 min.)
RECOMMENDED ACTION:
Move to appoint:
A) three (3) applicants to the Planning Commission: two (2) full 4-year terms to expire March 2030 and one (1) partial term to expire March 2027; B) one (1) applicant to the Parks, Beaches and Recreation Commission for a partial term to expire May 2028;
C) two (2) applicants to the Beautification Advisory Committee for full 4-year terms to expire March 2030; and
D) one (1) applicant to the Open Space and Parkland Advisory Committee for a partial term to expire May 2027.

BACKGROUND/DISCUSSION:
The City has recruited applicants for the Planning Commission; Parks, Beaches and Recreation Commission; Beautification Advisory Committee; and Open Space and Parkland Advisory Committee due to vacancies and terms expiring March 2030:
1) three (3) positions on the Planning Commission: two (2) for full 4-year terms to expire March 2030 and one (1) for a partial term to expire March 2027; 2) one (1) position on the Parks, Beaches and Recreation Commission for a partial term to expire May 2028;
3) two (2) positions on the Beautification Advisory Committee for full 4-year terms to expire March 2030; and
4) one (1) position on the Open Space and Parkland Advisory Committee for a partial term to expire May 2027.
Recruitment notices were posted on the City website on January 20, 2026, and published in the San Mateo Daily Journal on January 28, 2026. These recruitments were also advertised in the City's weekly Connect With Pacifica e-newsletter and the City's social media accounts.
The application deadline of February 6, 2026, was extended three times to February 13, 2026; February 20, 2026; and March 6, 2026. Applicant interviews were conducted by the City Council Pacifica City Council 2
March 23, 2026
at a Special City Council Meeting held on March 10, 2026.
The City received seven (7) timely applications for the Planning Commission; five (5) timely applications for the Open Space and Parkland Advisory Committee; seven (7) timely applications for the Parks, Beaches and Recreation Commission; and three (3) timely applications for the Beautification Advisory Committee. One applicant for the Planning Commission subsequently withdrew their application, resulting in six (6) eligible applicants for consideration for the Planning Commission. The lists of applicants under consideration for each committee and commission are attached.
Pacifica Municipal Code Section 2-2.103 (Membership: Eligibility) sets forth guidelines for City Commissions and Committees membership eligibility as follows:
2-2.103(a) Membership on the commissions provided for in this chapter shall represent a broad cross-section of the entire community.
2-2.103(b) To be eligible for appointment to any commission or committee, a person shall be a qualified elector of the City, except for the following persons:
(1) Members who are under the age of eighteen (18) years at the time of their appointment; provided, however, they shall be residents of the City; and (2) Members of committees who are not qualified electors or residents of the City but who may be appointed by the Council where they are deemed to be able to provide expertise or where they may be representative of a section of the community (i.e., commercial).
Selection Process
Lists of all applicants under consideration for each committee / commission are attached for Planning Commission (Attachment A); Parks, Beaches and Recreation Commission (Attachment B); Beautification Advisory Committee (Attachment C); and Open Space and Parkland Advisory Committee (Attachment D).
Council may choose to deliberate as to the candidates that they would support to nominate for appointments to each of the open Committee or Commission seats. Council should then make a formal motion to appoint named applicants to each committee / commission. Each formal motion should specify which named individual(s) are nominated for appointment to full terms and which named individual(s) are nominated for appointment to a partial term of specified duration, if there are multiple positions of differing terms to be filled.
