BACKGROUND/DISCUSSION:

At the July 8, 2024 City Council meeting, staff discussed a new 5-year Street Maintenance Program for years 2025 through 2029 (Attachment A). At this meeting, the City Council approved the new 5-year Street Maintenance Program with identified streets for rehabilitation and resurfacing. The goal of this current 5-year Street Maintenance program is to prevent streets from falling into more expensive repair categories. The City’s approved program does this by using slurry seal treatments to keep good streets in the good condition category (which is the least expensive way to maintain streets and considered best practice) and using a stopgap cape seal treatment on suitable residential and collector streets in the poorer condition categories. The cape seal, along with localized pavement repairs, will provide significant protection to the street surface of these poorer condition category streets for a period of seven to ten years preventing further deterioration of the street surface. This will allow time for the City to identify other pavement funding sources for street rehabilitation. In addition to slurry seal and cape seal treatments, the program will continue to assign overlay and reconstruction treatments to a limited number of arterial, collector and residential streets based on the extent of pavement deterioration and/or traffic volumes.

The FY 2026-27 Pavement Resurfacing Project will resurface approximately 7.28 miles of City pavement and follows the Council approved 5-year Street Maintenance Program. The project Pacifica City Council 2
March 23, 2026
will resurface various streets in the Fairmont and Edgemar neighborhoods in Pacifica. The type of treatments used generally follow the 5-year pavement program with the exception of value engineering changes made by the pavement consultant to allow for project cost savings. These value engineering changes will allow the City to treat all the streets identified under the City’s FY 2026-27 pavement program. These changes include using two coats of slurry seal in place of a cape seal on appropriate streets and using a spot treatment called microsurfacing (similar to a thick slurry seal) to address areas of pavement distress. The overall project scope will include rubber cape seals, double slurry seals, slurry seals, multi-layer surface treatments, asphalt concrete grinding and paving, microsurfacing spot repairs, pavement striping and markings and other miscellaneous related work.

The project will be funded by money the City receives from Street Improvement (fund 213), SB 1 (Fund 210), and Measure W (Fund 211).

On June 23, 2025, the City Council approved a Consultant Services Agreement between the City of Pacifica and NCE for Design and Engineering Services related to the FY 2026-27 Pavement Resurfacing Project. The project will resurface various streets in Pacifica (see Attachment Project Plans). The project plans are also available to view on the City's website at:
https://www.cityofpacifica.org/departments/public-works/engineering/capital-improvementprojects/fy-2026-27-resurfacing-project The Project was advertised on January 14, 2026, and January 21, 2026, in accordance with the formal bid process. forty-two (42) companies downloaded plans and specifications, and five (5) companies submitted bids. On February 4, 2026, the bid opening was held via Zoom by the City Clerk, and the result is as follows:

Company Bid
American Pavement Systems, Inc. $1,451,059.88
Pavement Coatings Co. $1,500,295.95
VSS International, Inc. $1,517,325.00
DRYCO Construction, Inc. $1,535,288.47
American Asphalt Repair & Resurfacing Co., Inc. $1,635,563.49 The apparent low bidder is American Pavement Systems, Inc. with a base bid amount of $1,451,059.88. This is approximately 3% below the Engineer’s Estimate. All required documentation was submitted with their bid. American Pavement Systems, Inc. has performed resurfacing work in previous City’s projects, and their work has been satisfactory. As there are sufficient project funds from SB1, Measure W and Street Improvement Fund 13, the Interim City Manager recommends waiving minor bidding irregularity and awarding of contract (Attachment "A") to the apparent low bidder, American Pavement Systems, Inc. In addition, a 15% contingency is recommended to allow enough funding to handle any additional improvements that are identified during construction. Staff recommends authorizing a budget authority for construction in the amount of $1,670,000.00, which includes contingencies in an amount not to exceed fifteen percent (15%) of the Construction Services Agreement amount for any unforeseen conditions and/or additional street work required.

ALTERNATIVE ACTION:

Council may choose not to approve the construction contract. However, this will result in project delays and a possible increase in future construction costs. Staff does not recommend this Pacifica City Council 3
